The Verdict: What Ben Carroll Actually Does With Victoria's Premiership (Part 3)

Victoria's 2026-27 budget forecasts general government net debt at $175.6 billion this financial year, climbing to $199.3 billion by 2029-30. That budget existed before Ben Carroll became Premier. He didn't write it. He inherited it, along with the contracts, the departments, and most of the machinery from Part 1 and Part 2. This is Part 3, the verdict episode. After tracing Carroll's thirty-year runway in Part 1 and the factional machine that produced him in Part 2, I look at what he's actually done in his first weeks in office and weigh it against what he spent years defending as a minister in the government he's now reviewing. Carroll gets real credit for specific moves: an immediate royal commission into the construction sector, a new DPC secretary, Cabinet cut from 22 to 20 ministers, the standalone Suburban Rail Loop portfolio abolished. Those are genuine signs of distance from what came before, not nothing. But he also stood in Parliament in 2023 defending the $100 billion Big Build and voted for the Suburban Rail Loop he's now reviewing. And no reshuffle refinances $175 billion in state debt. To be clear: IBAC's Operation Richmond report, which landed in Carroll's first week, did not find corrupt conduct by Daniel Andrews or the United Firefighters Union. It found serious governance problems, a sidelined minister and bypassed processes, that created corruption risk. I'm not upgrading that finding, and neither should you. Some things I walk you through: What IBAC's Operation Richmond actually found, and didn't find The specific moves Carroll has made in office, and the electoral logic behind them The $175 billion debt reality he inherited and now owns Why defending the Big Build in 2023 makes "we will review it" a harder sell in 2026 The test I'm applying to everything that comes next: not the speech, the decision that costs him something with the machine that made him This is Part 3 of How To Build A Premier, and the verdict of the series. Part 1 traced the runway. Part 2 went inside the machine. This is where I land. Links: https://edwinnweze.com | https://linktr.ee/edwinnweze Guest enquiries / press: edwinnweze.official@gmail.com

Inside The Machine: How Victoria's 50th Premier Was Picked (Part 2)

Victoria has a new Premier, and once again, nobody voted for him directly. In Part 1, I showed you how Ben Carroll was built. In Part 2, we go inside the machine that built him: the factions, the unions, the caucus, and the deals nobody outside the party room ever sees. I trace how Victorian Labor's internal factions (the Socialist Left, the Labor Right, and Carroll's own ties to the SDA) actually shape who gets ministerial power, using the ABC's own reporting on how portfolios get carved up by factional proportional representation. Then I walk through the 2020 branch stacking scandal and the federal takeover of the Victorian branch, the 2023 leadership succession Carroll didn't win but somehow walked out of stronger, and the sharp irony of a former Transport Minister who defended the $100 billion Big Build now running a royal commission into the same construction sector. To be clear on two things: Ben Carroll was not accused of being part of the branch stacking scandal, and there is no evidence he knew about the alleged misconduct in the construction sector while he was Transport Minister. Neither claim is made in this episode. What's on the table is the shape of the machine around him, and how a person learns to operate it. Some things I'll walk you through: The 2020 branch stacking scandal and how the federal party ended up running the Victorian branch How the ABC found ministerial positions get shaped by factional proportional representation in caucus The 2023 leadership contest Carroll didn't win, and walked out of stronger anyway The irony of the Big Build's biggest defender now investigating it as Premier This is Part 2, the machine. In Part 3, we test whether Ben Carroll is actually a new direction, by decisions, people, policy, and where the money goes, not by the speech. Same Vehicle, New Driver: How Victoria's 50th Premier Was Built (Part 1)

Victoria has changed Premier again. Ben Carroll is the state's 50th, and the third in as many years. Every time the person at the top changes, we're encouraged to see a new chapter, a new style, maybe even a new government. Fresh start. Clean slate. You know the script. But is Victoria actually getting a new direction, or are we getting a new driver in the exact same vehicle? Part 1 of a multi-part investigation. I trace Ben Carroll's political trajectory from a suburban Airport West childhood through his 1996 Labor branch membership, years as a political adviser, the 2012 Niddrie by-election, his rise through cabinet, and his path to becoming the 50th Premier of Victoria. What comes out is not an accusation, it's a shape. And once you see the shape, you can't stop seeing it. Some things I'll walk you through: The constitutional detail your school didn't explain: you don't directly elect the Premier The Niddrie by-election that had no Liberal candidate The staircase: branch member, adviser, MP, minister, deputy, Premier, and how long it takes What the 2023 succession really told us about who fights for what inside the machine I'm not starting with the conclusion that Ben Carroll is corrupt, incompetent, or secretly Daniel Andrews wearing a different suit. If the evidence eventually says he's genuinely a different kind of Premier, we'll show you that too. This is Part 1, the runway. In Part 2, we go inside the machine.
