Tongkonan yang digunakan sebagai lumbung padi merupakan bukti historis bahwa sejak nenek moyang, masyarakat Toraja hidup dengan mengelola lahan dengan bertani dan berkebun. Oleh sebab itu, adalah tugas etis dan tanggungjawab Pemerintah Kabupaten Tana Toraja untuk mastikan ruang kelola masyarakat tidak dibebani izin industri pertambangan yang jelas-jelas akan memisahkan rakyat dari ruang hidup, kelola dan budayanya.</strong></p>

<p>Meskipun konstitusi dan sejumlah UU telah menjamin hak masyarakat hukum adat, tapi praktik belum terpenuhi.</p> <p>RUU Perlindungan Hak Masyarakat Adat yang notabene usul inisiatif DPD memiliki empat arah utama. Pertama, berpedoman pada UUD 1945. Kedua, memfokuskan pada objeknya yakni keberagaman hak-hak masyarakat adat. Ketiga, memperhatikan mekanisme perlindungan utamanya hak masyarakat adat yang bersifat publik dan privat. Keempat, mengoptimalkan kelembagaan yang ada tanpa membentuk lembaga baru melalui Menteri Koordinator.</p>
