Er zijn nieuwe projecten gestart, er zijn wetten aangenomen om dat geld daarvoor voor 1 januari ook uit geven. De gedachte daarachter is dat als het eenmaal is uitgegeven of toegekend, die uitgaven niet makkelijk meer zijn terug te draaien. Als voorbeeld noemt Kranendonk een hulppakket van 61 miljard dollar aan Oekraïne dat Biden door het congres gekregen. Daarvan is ruim 7 miljard nog niet uitgegeven.
