महाराष्ट्र शेतकऱ्यांद्वारे सिंचन व्यवस्थापन कायदा, २००५
<p>"नमस्कार, आणि स्वागत आहे आजच्या एपिसोडमध्ये.</p><p>पाणी — महाराष्ट्रासाठी हा विषय नेहमीच संवेदनशील राहिला आहे. राज्याच्या एका भागात पूर येतो, तर दुसऱ्या भागात दुष्काळ. एकीकडे धरणे भरलेली, पण शेतकऱ्याच्या शेतापर्यंत पाणी पोहोचत नाही. सिंचनाची क्षमता निर्माण झाली, पण तिचा वापर मात्र खूपच कमी राहिला. व्यवस्था होती — पण ती वरून लादलेली, शेतकऱ्याच्या सहभागाशिवाय, त्याच्या गरजांपासून दूर.</p><p>हे चित्र बदलण्याचा प्रयत्न झाला — मार्च २००५ मध्ये. महाराष्ट्र सरकारने एकाच वेळी दोन महत्त्वाचे कायदे केले, ज्यांना एकत्रितपणे 'जलक्षेत्र सुधारणा' असे म्हटले जाते.</p><p>पहिला कायदा — <strong>महाराष्ट्र शेतकऱ्यांद्वारे सिंचन व्यवस्थापन कायदा, २००५</strong> — ज्याला आपण MMISF Act म्हणतो. आणि दुसरा — <strong>महाराष्ट्र जलसंपदा नियामक प्राधिकरण कायदा, २००५</strong> — म्हणजेच MWRRA Act.</p><p>या दोन्ही कायद्यांमागची मूळ भूमिका होती — नदी खोऱ्याला विकासाचे एकक मानून, सर्व क्षेत्रांना एकत्र घेऊन, एकात्मिक पद्धतीने जलनियोजन करणे. हे त्या काळासाठी एक मोठे वैचारिक परिवर्तन होते.</p><p>या कायद्यांच्या केंद्रस्थानी आहे एक क्रांतिकारी कल्पना — जे शेतकरी रोज पाणी वापरतात, त्यांनाच त्या पाण्याच्या व्यवस्थापनात कायदेशीर भूमिका द्यायची. यासाठी <strong>जलवापर संस्था</strong> — म्हणजे Water User Associations — स्थापन करण्यात आल्या. या संस्थांनी सिंचन यंत्रणेची देखभाल करायची, पाण्याचे वाटप ठरवायचे, दरआकारणी करायची, आणि वाद मिटवायचे. थोडक्यात — शासनाच्या हातातील काही अधिकार थेट शेतकऱ्यांच्या हाती द्यायचे.</p><p>MMISF कायद्याची उद्दिष्टे स्पष्ट होती — सदस्यांमध्ये न्याय्य पाणी वितरण, सिंचन व्यवस्थेवर शेतकऱ्यांची मालकी भावना, आणि सामूहिक शेती हिताचे रक्षण.</p><p>आणि MWRRA कायद्याने एक स्वायत्त नियामक प्राधिकरण स्थापन केले — जे शेतीसाठी, उद्योगांसाठी, पिण्यासाठी — सर्वांसाठी पाण्याचे दर ठरवेल, वाटप करेल, आणि न्यायी वापर सुनिश्चित करेल.</p><p>हे सगळं वाचायला छान वाटतं. पण कायदा आणि प्रत्यक्षात — यामधलं अंतर महाराष्ट्रात खूपच मोठं आहे. जात, वर्ग, राजकीय अर्थकारण, आणि कालव्याच्या शेवटच्या टोकावरच्या शेतकऱ्याची परिस्थिती — हे सगळे प्रश्न आजही अनुत्तरित आहेत.</p><p>तर — या कायद्यांनी खरोखर काय बदललं? काय साध्य झालं? कुठे कमी पडलो आपण? आणि 'सहभागी जलव्यवस्थापन' हा शब्द कालव्याच्या शेवटी बसलेल्या शेतकऱ्यासाठी काय अर्थ ठेवतो?</p><p>हे सगळं आजच्या एपिसोडमध्ये समजून घेऊया."</p><p><br></p><p></p>
