New Proposed Rules Could Reshape Federal Education Grants
What could proposed changes to the Education Department General Administrative Regulations (EDGAR) mean for federal education funding?
In this episode of the All4Ed Flash, we examine a letter from All4Ed and other advocacy organizations opposing proposed changes to the regulations governing federal education grants.
The proposed rules could give the Secretary of Education broader authority to terminate discretionary grants, change how continuation awards are distributed, and alter requirements related to equity, evidence-based decision-making, and transparency.
All4Ed and its partners are raising concerns that the changes could create greater uncertainty for school districts, nonprofits, and other organizations that rely on multi-year federal funding, while weakening transparency and efforts to ensure equal educational opportunity.
Learn more about the proposed EDGAR changes and why All4Ed and its partners are urging the U.S. Department of Education to withdraw the proposal.

Dual Enrollment, Workforce Pell, and the Future of Career Pathways
All4Ed recently released three new policy publications examining how federal and state policy can strengthen pathways to college and careers and expand opportunities for students nationwide.
In this episode of the All4Ed Flash, we take a closer look at all three publications:
• The Case for Federal Investment in Dual Enrollment: Explores how targeted federal investment could expand access to dual enrollment, particularly for students who have historically had fewer opportunities to participate.
• Too Good to Be True? The Implications of Workforce Pell for High School Students: Examines how expanding Pell Grant eligibility to short-term workforce training could affect high school students, course-taking, credential attainment, counseling and advising, accountability, and career pathways.
• Testing the Promise: Building State Data Systems That Connect College and Career Readiness to Results: Looks at how states use college and career readiness indicators in their accountability systems and whether those measures are actually delivering the outcomes they are intended to support.
Together, these publications explore how policy can help more students access meaningful opportunities and ensure that college and career pathways lead to real results.

What the Senate HELP Committee's Latest Votes Mean for Education
The Senate Health, Education, Labor, and Pensions (HELP) Committee recently took bipartisan action on two major education priorities: protecting key functions of the U.S. Department of Education and advancing the bipartisan READ Act to strengthen literacy instruction.
In this episode of the All4Ed Flash, we explain the legislation that would prevent the transfer of several Department of Education offices to other federal agencies, why education advocates are concerned about recent interagency transfers, and what the latest data says about student reading achievement.
We also highlight All4Ed CEO Dr. Amy Loyd's response and explore why protecting educational opportunities and improving literacy remain critical to student success.
