Campbell County Fiscal Court: 9/2/26
The Campbell County Fiscal Court met September 2, 2026, beginning with a public hearing on the county’s proposed 2026 property tax rate. No members of the public spoke, and the hearing was adjourned before the regular meeting began. Fiscal Court approved the August 19 meeting minutes and adopted Ordinance O-10-26, which amends the county’s parking regulations to prohibit parking on one side of Mallard Drive after receiving a petition from more than half of the street’s residents. The restricted side will be the side with the fire hydrants. The court also conducted the first reading of Ordinance O-11-26, updating the county’s zoning regulations for qualified manufactured homes to comply with changes to Kentucky law requiring qualified manufactured homes to be treated the same as other single-family homes.
Fiscal Court adopted Resolution R-49-26 establishing the county’s 2026 ad valorem tax rates, including a compensating real-property rate of 15.2 cents per $100 of assessed valuation. Officials noted this represents the sixth consecutive year the county has reduced its tax rate, down from 15.3 cents last year. The court also authorized the purchase of additional right-of-way and easements at 5849 Lower Tug Fork Road for a state-funded bridge replacement project and approved an application for approximately $65,000 in 2027 litter-abatement funding. Another grant application, through KECO Insurance, will seek approximately $10,000 for safety equipment to retrofit Animal Services vehicles with features such as proximity sensors, larger mirrors and backup cameras. The court also approved an application for a Campbell County Extension Service Environmental Stewardship Project grant to plant six additional trees at Pendry Park, with the county's 50% match to be provided through in-kind labor and equipment.
Personnel actions included accepting the September 4 resignation of Police Social Worker Ashley Best and authorizing staff to advertise and hire her replacement. Road Maintenance Specialists Larry Herbst and Tyler Jones were each advanced from Level One to Level Two effective September 6. Fiscal Court also reappointed James Ernst, OD; Kevin Hansen, PE; and Brandon Heinicke, DVM, to the Campbell County Local Board of Health for two-year terms beginning January 1, 2027, and appointed Olena Aliyeva to the Campbell County Public Library Board of Trustees for a four-year term beginning September 30, 2026.
In the Finance Director’s report, the court approved reclassifying $5,739 in unused ARPA funds originally encumbered for engineering services associated with the Southern Campbell Water fill station. Officials also renewed the county’s GolfNow merchant services and booking agreement for five years. Although the credit-card transaction rate will increase slightly, the new agreement eliminates a $375 monthly fee and is expected to increase golf-course revenue by approximately $10,000 to $12,000 annually. The court authorized use of $116,685 in Kentucky Transportation Cabinet Rural Secondary Flex funds for resurfacing county roads and awarded the fiscal year 2027 fall resurfacing and striping bid, including alternates for Dry Creek Road and Blue Sky Lane, to Mago Construction Company for $617,324.50. Additional approvals authorized bidding for the 2026-27 snow-removal season and for janitorial services at the Campbell County Administration Building, along with budget transfers, interfund transfers and payment of approved claims. Commissioners also promoted the upcoming Alexandria Fair and announced the Sun Valley Bluegrass Music Festival scheduled for September 19 at the county park. The meeting concluded with adjournment.
