In the end, it's clear that many of the members had sought some sort of alliance after the Greek victory over Persia. For most, they were located on the edges of the Persian Empire and had only just received their independence. which they now wanted to keep. A league would provide collective security over their economic and political independence. It was quickly recognised that Athens was the power best suited to serve as the leading city, although in theory all were supposed to be equal members. However, as time went on and the Persian threat appeared to fade into the distance, some members would question whether membership was still required. […]
