About COGPLEXITI: Decision Analysis for Operational Leaders.
Leadership in complex environments is a set of practiced disciplines — not innate talent, and not something experience alone produces. Work the Decision is about how high-consequence organizations decide under pressure and incomplete information — and how they verify what they think they know. Hosted by Jayson Coil, Operations Section Chief and author of the Operational Leader's Field Guide (Cogplexiti, 2026). Built for leaders anywhere the consequence is measured in hours. Prescribed fire lags its targets despite the largest fuels appropriations in the program's history — and every explanation has a constituency arguing by confirmation. This episode runs the debate through an Analysis of Competing Hypotheses: six explanations at full strength, then the evidence that separates rather than decorates. Record inputs against flat outputs demotes funding to necessary-not-binding. Unused burn windows disconfirm climate as the sole constraint. What survives is a self-reinforcing conjunction — workforce, consequence asymmetry, institutional incentives — and a central finding: the binding constraint is not the same constraint everywhere, which is why every national single-lever fix has failed and the next one will too. Closes with a unit-level diagnostic and a portfolio-shaped legislative ask.

Two Experiments, One Vacancy
In January of twenty twenty-six, a new federal fire agency stood up — unified command, half a billion acres — and Congress declined to fund it. Two months later, thirty-five fire leaders borrowed a requirements process from defense acquisition, applied it well, and certified from the inside that the strategy tier above them was empty.
One experiment imported structure without method. The other imported method without strategy. Both point at the same empty space.
This episode asks whether wildfire is legitimately a national security problem — and defends a narrow answer. Yes, in what it does and what it demands. No, in where it comes from. Then it names the four security instruments worth importing, the three reflexes that must be refused, and one bounded first move.
Neither experiment is the failure. The vacancy above them is.

The Foot of the Volcano — Why Good Warnings Fail
A community lives at the foot of a dormant hazard. For years, nothing happens — and every quiet year teaches the same lesson: this place is safe. The people reading that evidence are reading it correctly. It just points the wrong way. Then the event arrives, and it is not a larger version of anything anyone has seen.
This episode walks through The Foot of the Volcano, a new Cogplexiti analysis of why public warning fails against rare, high-magnitude fire — even when the warning is good. One updating rule: the public updates on outcome, not exposure. Two structurally different failures, on two different axes. Three blocks and a multiplier that close off both routes to an adequate mental model. And a bind at the center: one warning channel, asked to do two jobs whose optimal settings run opposite.
The recommendation is deliberately modest — pre-commitment decided cold, borrowed outcomes, and protection routed onto the built environment — because the strongest version of the finding is uncomfortable: the reliable remedy is structural, not rhetorical.
