When Reform Stalls: AB 2064 and California's Fight Against Criminal-History Discrimination
How long should a criminal record follow someone after they've served their sentence? In Season 2, Episode 9 of Collateral Consequences: Freedom's Fine Print, host Larenzo examines California Assembly Bill 2064 (AB 2064), a proposed law that sought to expand civil-rights protections against criminal-history discrimination. The bill stalled in May 2026, leaving an important question unanswered: When does accountability become permanent punishment? In this episode, we break down: - What AB 2064 proposed and why it failed to advance. - California's Fair Chance Act and employment rights for people with criminal records. - How background checks create barriers to employment and successful reentry. - The balance between public safety, accountability, and second chances. - Why understanding proposed legislation matters for criminal justice reform. A criminal record tells part of someone's story. Should it determine their entire future? Accountability Beyond the Sentence: Inside Victim-Offender Dialogue
What happens when serving a prison sentence isn’t the same as taking accountability? In this episode of Collateral Consequences: Freedom’s Fine Print, host Larenzo explores Victim-Offender Dialogue (VOD), restorative justice, accountability, forgiveness, and the difficult conversations that can exist beyond a criminal sentence. A court can impose years in prison, restitution, and parole conditions—but a sentence cannot always answer the questions a victim or survivor may still carry: Why did you do it? Do you understand what your actions changed? Did you ever think about what happened to me afterward? This episode examines California’s victim-centered VOD process and what meaningful accountability can look like when there is no guaranteed forgiveness, reconciliation, sentence reduction, or reward. We explore: • What Victim-Offender Dialogue is—and what it isn’t • Why the victim or survivor controls whether dialogue begins • The difference between explanation and excuse • Why accountability does not entitle someone to forgiveness • How people who caused harm can begin accountability work without contacting a victim • The role of preparation and trained facilitators • What restorative justice can mean after incarceration • Why changed behavior matters more than simply completing a program Some survivors want answers. Some want dialogue. Others want no contact at all. All of those choices deserve respect. For people returning home from incarceration, accountability does not end when the prison gate opens. It continues in how we handle relationships, boundaries, conflict, responsibility, and the consequences of our choices. Lived Experience Is Expertise: How to Turn It Into a Career
Season 2, Episode 6 — Lived Experience Is Expertise: How to Turn It Into a Career Can lived experience with incarceration and reentry become a real career asset? In this episode of Collateral Consequences: Freedom’s Fine Print, host Larenzo explores how firsthand experience with prison, parole, housing barriers, employment discrimination, reentry programs, and rebuilding life can be translated into professional expertise. We break down the difference between simply telling your story and learning how to turn that experience into skills organizations can actually use — including peer support, community outreach, reentry navigation, facilitation, consulting, advocacy, program design, and policy work. You’ll also learn how to recognize when an organization genuinely values lived experience — and when your story may be used as little more than decoration for a panel, report, or grant proposal. In this episode: • How lived experience becomes professional expertise • Turning reentry experience into résumé-ready skills • Careers in reentry, advocacy, peer support, community health, and policy • How to evaluate advisory boards and lived-experience roles • Paid expertise versus tokenism • Building credibility through training, communication, and professionalism • Why lived experience and formal education can strengthen each other Your past may be part of your story, but it does not have to define the limits of your future. Digital Democracy: How to Make Government Hear You From Your Phone
Your smartphone can help you find a job, apply for housing, access benefits, and stay connected with family. But can it also help you influence the decisions your government makes? In Season 2, Episode 5 of Collateral Consequences: Freedom’s Fine Print, host Larenzo explores digital democracy, civic engagement, and how Californians can use their smartphones to participate in local government, access public meetings, and make their voices heard. For people returning home from incarceration, attending a government meeting can present real challenges. Transportation, employment schedules, family responsibilities, and supervision requirements can make traditional civic participation difficult. But digital tools are creating additional opportunities to engage with the government agencies and elected officials making decisions that affect our communities. In this episode, we explore: • Digital democracy and how to participate in local government from your phone. • California's Brown Act and SB 707, including remote public meeting access and public comment requirements for certain government bodies. • How to find city council meetings, county board agendas, and government proposals online. • How to prepare effective public comments about housing, employment, behavioral health, criminal justice, and reentry services. • California's Engaged California initiative and the role of technology in gathering public input. • The difference between social media activism and participating directly in government decision-making. • Practical ways to use lived experience to inform public policy and community discussions. Your voice matters beyond the ballot box. Whether you have experienced incarceration, work in community advocacy, or simply want to understand how local government operates, this episode provides practical information about finding public meetings, reviewing agendas, and participating in decisions that affect your community. You do not need a large social media following to participate in government. Sometimes, the first step is simply knowing where to look. From Prison to Public Office: Can You Run With a Record?
Can someone with a felony conviction run for public office in California? The answer is more complicated than a simple yes or no. In Season 2, Episode 4 of Collateral Consequences: Freedom’s Fine Print, host Larenzo explores what happens when the conversation moves beyond restoring the right to vote—and toward having your own name on the ballot. California has specific qualifications for public office, and eligibility can depend on the office being sought, voter-registration requirements, residency and other qualifications, and the nature of a person’s criminal history. In this episode, we examine: • Running for public office with a criminal record in California • California Elections Code § 20 and certain felony convictions • Why eligibility requirements differ depending on the office • Moving from voter participation to political candidacy • Local boards, commissions, school boards, and other paths into civic leadership • Preparing for public scrutiny of a criminal record • Turning lived experience into policy knowledge • The difference between personal testimony and effective governance • Questions to consider before launching a campaign Having lived experience with incarceration can provide a perspective that many policymakers have never had—but experience alone does not qualify someone to govern. The larger question is what happens when that experience is combined with preparation, accountability, policy knowledge, leadership, and a commitment to public service. Can Prison Actually Prepare People for Freedom? | The Classroom of Democracy
What happens when someone spends years being told when to wake up, where to go, what to eat, and what decisions they are allowed to make—then is suddenly expected to navigate freedom? In Season 2, Episode 3 of Collateral Consequences: Freedom’s Fine Print, host Larenzo explores one of the central contradictions of incarceration and reentry: Can prison actually prepare someone for freedom? This episode examines institutionalization, prison rehabilitation, reentry preparation, and California’s changing correctional philosophy through the lens of the California Department of Corrections and Rehabilitation’s California Model. CDCR describes the California Model around four foundational pillars: Normalization, Dynamic Security, Peer Mentorship, and Becoming a Trauma-Informed Organization. But announcing a new correctional philosophy and experiencing meaningful change inside a prison are two very different things. This episode asks what happens when people adapt to highly controlled environments—and then return to communities where successful reentry requires constant independent decision-making. We explore: • How institutionalization can affect decision-making after incarceration • Why survival skills inside prison may not transfer cleanly to life outside • What the California Model is designed to change • Normalization and preparing people for community life • Dynamic security and relationships between staff and incarcerated people • Peer mentorship and leadership inside prison • Trauma-informed correctional environments • The difference between rehabilitation policy and lived experience • Why responsibility and decision-making may need to increase before release • How prison jobs, education, mentorship, and programs can develop transferable skills • The connection between rehabilitation, reentry, and public safety Reentry is not one giant decision. It is hundreds of decisions. Where will you live? How will you get identification? How do you find work? Access healthcare? Manage money? Navigate technology? Handle conflict? Rebuild relationships? If society expects independence immediately after incarceration, an important question follows: Where were people supposed to practice it? Every institution trains behavior. The question is what behavior are we training for? From Defendant to Juror: Jury Duty After a Felony Conviction in California
Can You Serve on a Jury With a Felony in California? | From Defendant to Juror Can you serve on a jury with a felony conviction in California? For many formerly incarcerated Californians, receiving a jury summons can feel like a mistake. You may have once stood in a courtroom as a defendant—and now the same court system is asking you to potentially sit in the jury box. In Season 2, Episode 2 of Collateral Consequences: Freedom’s Fine Print, host Larenzo examines jury duty after a felony conviction in California, how California law has changed, and what civic restoration can look like when someone moves from being judged by the system to potentially participating in it. California’s SB 310, which took effect January 1, 2020, changed the state’s jury-service eligibility rules. Having a felony conviction in your past does not automatically mean you are permanently excluded from jury service. But that does not mean everyone with a felony record is eligible. In this episode, we break down: • Can people with felony convictions serve on juries in California? • How SB 310 changed California jury eligibility • When a felony conviction can still affect jury service • Jury duty while on parole, felony probation, post-release community supervision, or mandatory supervision • Why voting rights and jury-service rights are not the same thing • What to do when you receive a California jury summons • What happens during jury selection and voir dire • How prior experiences with courts and incarceration may affect jury selection • Why jury service is about fairness and responsibility—not revenge • What restored civic participation can mean after incarceration The episode also asks a deeper question: When does society decide that someone is truly back? We tell people returning from incarceration to get a job, pay taxes, support their families, follow the law, and contribute to their communities. But civic restoration raises another question: How long should a past conviction continue to determine who gets to participate in civic institutions? A jury summons may look like just another government letter. For someone who has experienced the criminal legal system firsthand, it can represent something much bigger. Once, you may have stood in that courthouse while strangers evaluated you. Years later, that courthouse may ask whether your judgment belongs in the room. That is civic restoration. 🎙️ Collateral Consequences: Freedom’s Fine Print Season 2: Civic Restoration Episode 2: From Defendant to Juror: Jury Duty After a Felony Conviction in California Hosted by Larenzo Collateral Consequences examines the laws, barriers, systems, opportunities, and overlooked realities that continue shaping life after incarceration—and what it actually means to return home. 🌐 Explore the podcast, episode resources, and The Reentry Village: https://thereentryvillage.org/podcast 💛 Support Collateral Consequences: Your support helps strengthen independent storytelling and educational content focused on reentry, civic restoration, and the realities people face after incarceration. https://givebutter.com/collateral-consequences Collateral Consequences is fiscally sponsored by BAVC Media. 🎧 Next Episode: Can prison actually prepare somebody for freedom? Reclaiming the Ballot: Voting After Prison in California
Season 2, Episode 1: Reclaiming the Ballot — Voting After Prison in California Can you vote after a felony conviction in California? Can you vote while on parole or probation? What if you’re currently in county jail? Season 2 of Collateral Consequences: Freedom’s Fine Print begins with one of the most misunderstood parts of reentry: voting rights after incarceration in California. Host Larenzo breaks down the myths surrounding felony voting rights, explains how California’s laws changed following Proposition 17, and discusses why having a felony conviction does not automatically mean losing your right to vote for life. In this episode, we cover: - Voting after a felony conviction in California - Whether you can vote while on parole - Voting rights while on probation or post-release supervision - When people in county jail may still be eligible to vote - Why restored voting rights do not automatically mean you are registered - Voter registration and re-registration after incarceration - California’s Conditional Voter Registration process - Why civic participation is an important part of successful reentry California currently allows otherwise eligible people to register and vote while on parole, probation, or post-release community supervision. The primary felony-related restriction applies while someone is currently serving a state or federal prison term for a felony conviction. Reentry is about more than surviving after prison. It is also about understanding which restrictions still exist, which laws have changed, and which rights have been restored. Check the law. Know your rights. For many returning citizens, it's the first obstacle. In this episode of Collateral Consequences: Freedom's Fine Print, we examine the hidden barriers that stand between formerly incarcerated people and stable housing. From rental applications that ask about criminal history to blanket "no-felony" policies and background checks that automatically trigger denials, the search for a home can feel like navigating an endless gauntlet. Host Larenzo explores what protections California law provides under the Fair Employment and Housing Act, how housing providers can and cannot use criminal records, and what options exist when discrimination occurs. We also break down California's evolving reentry housing landscape, including AB 1229 and the expansion of the Adult Reentry Grant Program, which aims to increase access to housing assistance, rental subsidies, and supportive services for people returning from prison and facing homelessness or housing instability. Whether you're a returning citizen, family member, advocate, landlord, or policymaker, this episode reveals why housing is often the difference between successful reentry and a return to the system. In This Episode: The reality of housing discrimination after incarceration Criminal background checks and rental screening Understanding "no-felony" housing policies Your rights under California housing laws The impact of homelessness on reentry success AB 1229 and new housing support opportunities for returning citizens Practical strategies for finding stable housing despite barriers **Because freedom doesn't begin at the prison gate—it begins when you have a place to call home.** Hosted by Larenzo | Presented by The Reentry Village Learn more: thereentryvillage.org/podcast Support Collateral Consequences: [https://givebutter.com/collateral-consequences] Fiscal Sponsor: BAVC Media
