Under Uruguayan law, a digital signature from one of these certificates carries the <strong>exact same legal power as physically signing a piece of paper</strong>.3. <strong>The Master Key:</strong> By stealing the certificate and cracking the password, the attacker obtained a <strong>digital master key</strong>. This allowed the threat actor to legally impersonate 30,000 different Uruguayan citizens, potentially enabling them to sign legally binding contracts, open fraudulent bank accounts, commit fraud, or file false tax returns. The source describes this theft as the &quot;theft of our digital souls&quot;.Linking the Cyberattack to ADH&#39;s ProphecyADH&#39;s &quot;prophecy&quot; was a highly specific public warning he delivered on <strong>Radio Serendí on February 15, 2021</strong>. This warning followed an earlier hack on the Direction Nasin Identification Civil (DNIC), the agency responsible for national identity documents.• <strong>The Warning:</strong> ADH was &quot;screaming from the rooftops&quot; about the vulnerabilities. He asserted that the DNIC attack was not an isolated incident. He stated publicly and unequivocally, <strong>&quot;Our country is wide open. Our security is a joke. We were basically a sitting duck just waiting for a real attack&quot;</strong>. He noted that the government had severe deficiencies in security controls, leaving the entire country exposed to repeated systemic attacks.• <strong>The Evidence Ignored:</strong> ADH had proof that the situation was already critical, revealing that just a month before his radio interview (in January 2021), the <strong>Ministry of Defense had been hit</strong>, and he saw evidence that national secrets were up for sale on the dark web for $500,000.• <strong>The Validation:</strong> The theft of the 30,000 PKI certificates that occurred a few years later was the <strong>&quot;exact catastrophe&quot;</strong> ADH had warned about.
