Het eerste jaar van Wim Hillenaar als burgemeester van Maastricht zit erop. Hoe kijkt hij terug op dat jaar? Eén van zijn belangrijkste taken is die van voorzitter van de gemeenteraad. Geen gemakkelijke taak in Maastricht, in een raad met maar liefst zestien fracties. De sfeer is niet altijd goed, en daar moet de burgemeester dus ook iets mee. Hoe laveert hij tussen ruimte geven voor debat en stevig voorzitten?

Aan het begin van dit jaar is het alle hens aan dek in Maastricht. Door een doorgebroken dam dreigen een aantal woonboten weg te spoelen. Eén van de woonboten raakt inderdaad los, en ramt een brug, die daardoor instabiel wordt. Hoe beleeft burgemeester Wim Hillenaar deze dagen? Wat moet hij achter de schermen allemaal doen om deze crisis op te lossen? En we gaan mee op pad in de stad, als Hillenaar -het liefst op de fiets- de inwoners van Maastricht ontmoet.
