Black swan: ‘We zijn té afgeleid om te zien wat ertoe doet’

Het crisisscenario van deze aflevering lenen we van de satirische film Dont’t Look up. Leonardo Dicaprio speelt hierin een onderzoeker die een komeet op de aarde ziet af komen. De helft van de mensheid gelooft het niet eens, ook al is het ding duidelijk te zien. Volgens Tessa Cramer, lector designing the future bij Fontys, moeten we onze wens voor controle op de toekomst eens loslaten, ‘evenals onze aannames, onze bubbels, onze ideeën en disciplines’. Vervolgens moeten we een integraler beeld vormen van wat we op ons af zien komen. Nodig ook jonge mensen uit om mee te praten aan crisistafels, of creatieven. Grappig ding eigenlijk, de toekomst; hij bestaat nog niet eens en toch willen we ‘m veranderen.

Beleidscrisis: ‘Als de overheid een deel van het probleem is’

‘In het klassieke crisisbeheersingsscript is de overheid de cavalerie’, zegt Paul t Hart, hoogleraar bestuurskunde aan de Universiteit Utrecht, ‘maar in het beleidscrisisscript is de overheid de zondebok.’ Oftewel: als de overheid niet een deel van oplossing is, maar een deel van het probleem wordt, dan spreek je van een beleidscrisis; het is dus de institutionele crisis die volgt op andere crises. Hij spreekt over vertrouwen, ongelijkheid, de rol van de media en de rol van de overheid als oplosser én veroorzaker.

Vluchtelingencrisis: ‘Kén je bevolking’

Een vluchtelingencrisis staat niet op zichzelf, zegt Miranda de Vries, burgemeester van Etten Leur. Dit soort crises wordt meestal gestut door gevoelens van angst, onzekerheid, onvrede en wantrouwen. Wat te doen? Kén je bevolking en investeer in ‘het grote midden’ van de bevolking. Daar bereik je meer mee dan wanneer je de uitersten aan elkaar probeert te knopen. Hoe?
