style="color:#333333;font-weight:normal;font-size:16px;line-height:30px;font-family:Helvetica,Arial,sans-serif;hyphens:auto;text-align:justify;" data-flag="normal"><b>第一阶段：寄养期</b></p><p style="color:#333333;font-weight:normal;font-size:16px;line-height:30px;font-family:Helvetica,Arial,sans-serif;hyphens:auto;text-align:justify;" data-flag="normal">幼犬出生后45天至12-14月龄期间，在寄养家庭进行稳定性、适应性、服从性、与人共同生活的社会化训练，建立人与犬的主从关系，养成良好生活习惯，纠正幼犬的不良行为。</p><p style="color:#333333;font-weight:normal;font-size:16px;line-height:30px;font-family:Helvetica,Arial,sans-serif;hyphens:auto;text-align:justify;" data-flag="normal"><b>第二阶段：培训期</b></p><p style="color:#333333;font-weight:normal;font-size:16px;line-height:30px;font-family:Helvetica,Arial,sans-serif;hyphens:auto;text-align:justify;" data-flag="normal">犬只在12月龄左右时，将回到导盲犬基地，通过基础测评后，进行服从训练、行走训练、安全训练、综合能力训练，之后进行基础能力和综合能力考核。考核通过后，与使用者进行不少于1个月的共同训练，让犬适应使用者，服从使用者指令，引领使用者安全出行。</p><p style="color:#333333;font-weight:normal;font-size:16px;line-height:30px;font-family:Helvetica,Arial,sans-serif;hyphens:auto;text-align:justify;" data-flag="normal"><b>第三阶段：服役期</b></p><p style="color:#333333;font-weight:normal;font-size:16px;line-height:30px;font-family:Helvetica,Arial,sans-serif;hyphens:auto;text-align:justify;" data-flag="normal">共同训练考核通过后，正式将导盲犬无偿交付给视力残疾人使用。使用者负责导盲犬喂养、医疗、洗护、防疫等，导盲犬服役期约为6—10年。</p><p style="color:#333333;font-weight:normal;font-size:16px;line-height:30px;font-family:Helvetica,Arial,sans-serif;hyphens:auto;text-align:justify;" data-flag="normal"><b>第四阶段：退役期</b></p><p style="color:#333333;font-weight:normal;font-size:16px;line-height:30px;font-family:Helvetica,Arial,sans-serif;hyphens:auto;text-align:justify;" data-flag="normal">导盲犬因身体出现特殊病症或意外，导致技能退化，经评估不能正常引导使用者出行时，应退役，需要收回导盲犬工作证，回到爱心志愿者家庭或基地享受晚年生活。</p><p style="color:#333333;font-weight:normal;font-size:16px;line-height:30px;font-family:Helvetica,Arial,sans-serif;hyphens:auto;text-align:justify;" data-flag="normal"><b>“四不一问”原则</b></p><p style="color:#333333;font-weight:normal;font-size:16px;line-height:30px;font-family:Helvetica,Arial,sans-serif;hyphens:auto;text-align:justify;" data-flag="normal"><b>不呼唤</b></p><p style="color:#333333;font-weight:normal;font-size:16px;line-height:30px;font-family:Helvetica,Arial,sans-serif;hyphens:auto;text-align:justify;" data-flag="normal">导盲犬在工作中需要高度专注，呼唤会导致分心，影响出行安全。</p><p style="color:#333333;font-weight:normal;font-size:16px;line-height:30px;font-family:Helvetica,Arial,sans-serif;hyphens:auto;text-align:justify;" data-flag="normal"><b>不喂食</b></p><p style="color:#333333;font-weight:normal;font-size:16px;line-height:30px;font-family:Helvetica,Arial,sans-serif;hyphens:auto;text-align:justify;" data-flag="normal">导盲犬的食物品类、进食时间、进食量都有严格的规划和要求，随意喂食会影响导盲犬健康，有可能导致引发疾病。</p><p style="color:#333333;font-weight:normal;font-size:16px;line-height:30px;font-family:Helvetica,Arial,sans-serif;hyphens:auto;text-align:justify;" data-flag="normal"><b>不抚摸</b></p><p style="color:#333333;font-weight:normal;font-size:16px;line-height:30px;font-family:Helvetica,Arial,sans-serif;hyphens:auto;text-align:justify;" data-flag="normal">虽然导盲犬没有攻击性，抚摸导盲犬不会给自己带来危险。但这会严重影响导盲犬的专注度，可能给使用者带来危险。</p><p style="color:#333333;font-weight:normal;font-size:16px;line-height:30px;font-family:Helvetica,Arial,sans-serif;hyphens:auto;text-align:justify;" data-flag="normal"><b>不拒绝</b></p><p style="color:#333333;font-weight:normal;font-size:16px;line-height:30px;font-family:Helvetica,Arial,sans-serif;hyphens:auto;text-align:justify;" data-flag="normal">导盲犬是工作犬，按照《中华人民共和国无障碍环境建设法》《北京市无障碍环境建设条例》规定，导盲犬依法可进出公共场所，任何单位和个人不得拒绝。通常禁止“动物”“宠物”进入的公共场所，也不能拒绝视障人士携带导盲犬进入。</p><p style="color:#333333;font-weight:normal;font-size:16px;line-height:30px;font-family:Helvetica,Arial,sans-serif;hyphens:auto;text-align:justify;" data-flag="normal"><b>主动询问</b></p><p
