¿cómo veía Spykman a América latina? Aquí es donde Spykman se vuelve más explícito y, para muchos, más polémico. Él propone dividir la región en dos grandes zonas estratégicas con diferentes niveles de control y vigilancia estadounidense. EL denominado MARE NOSTRUM, NUESTRO MAR, para spykman el caribe, America central, Mexico, Colombia y Venezuela constituían una unidad geopolítica que denomino América mediterránea, este espacio debía ser para los estados unidos lo que el mediterráneo fue para roma, un espacio completamente cerrado bajo control absoluto, allí la hegemonía y poderío de los estados unidos no podía ser cuestionada bajo ningún argumento, ejerciendo primacía y poder total.
