2014~迄今，第二次利比亞內戰 緣由：2011年利比亞內戰 爆發阿拉伯之春 Arab Spring ，狂人"Mad man" Muammar Gaddafi被推翻，結束42年來的獨裁統治 Gaddafi的統治方式是離間境內各股勢力，來確保自身的優勢，也利用政治來掌控權力。部落和民兵militia推翻Gaddafi之後又開始互相內鬥，形成群雄割據的局面 Fragmentation is the best single word to describe what's happening in Libya *Fragmentation 分裂、碎裂的狀態或過程 利比亞為何成為兵家必爭之地 長1770公里的海岸線，正對歐盟門戶，是難民前往歐洲的理想入口 利比亞原油儲量為非洲之冠，如果來自利比亞的石油供應中斷，歐洲也會受到影響 位置介於歐洲、非洲、中東之間，位居要衝，鄰近各國紛紛涉入，從內戰變成代理戰爭 Proxy war，形勢更趨複雜 兩大勢力 -政治伊斯蘭政營 (西部的黎波里) Political Islam Camp based in Tropli 全國團結政府Government of National Accord (GNA) ＝總理 Fayez al-Sarraj & 大國民議會General National Congress 支持國家：聯合國、義大利、卡達、土耳其 理由：土耳其想要地中海鑽探權drilling rights、加上意識形態架構相同Muslim Brotherhood 義大利想保護在利比亞的義國石油公司 *Muslim Brotherhood穆斯林兄弟會是一個以伊斯蘭遜尼派傳統為主而形成的宗教與政治團體，許多伊斯蘭國家中的政治反對團體都源自於穆斯林兄弟會 -民族主義軍閥 (東部托布魯克) Military Nationalist Camp based in Tobruk 利比亞國民軍Libyan National Army (LNA) ＝軍閥General Khalifa Haftar & House of Representative國民代表大會 Khalifa Haftar曾參與令Gaddafi上位的政變，但在與查德對戰時中計被捕，令Gaddafi蒙羞兩人鬧翻，而Khalifa Haftar發動政變失敗，跟美國交換條件逃到美國，住了20年，取得公民籍，阿拉伯之春爆發後才重返利比亞，2013年7月起在東部建立勢力，獨裁不願分權，難以捉摸 支持國家：俄羅斯、沙烏地阿拉伯、阿拉伯聯合大公國、埃及、法國 理由：宗教，反伊斯蘭陣線，而與利比亞接壤的埃及，更認為Khalifa Haftar能幫助避免極端分子在邊境發動攻擊 -簡史時間線- 2012-國民議會GNC成為利比亞的最高權力機構 7月舉行國民議會的首次選舉 8月過渡委員會將權力移交給國民議會，是利比亞現代史上的第一次權力和平過渡 2013-伊斯蘭派政黨取得控制權及議會主席，引發反彈 賽赫民Nouri Abusahmain主席被指控濫權壓制言論與調查、國民議會投票實行伊斯蘭教法，並拒絕在任期結束的2014年1月解散，單方面擴權，將任期延長18個月直到2014年年底 2014-選舉爭議引發法統真空legitimacy vacuum Khalifa Haftar要求國民議會立即解散，並組建看守政府和總統委員會來監督新的選舉。國民議會拒絕了他的要求。兩個月後衝突爆發，效忠Khalifa Haftar的部隊於2014年5月對班加西的伊斯蘭武裝發動了代號為「尊嚴」Operation Dignity的大規模空中與地面攻勢，並試圖在的黎波里解散利比亞國民議會。 國民議會在2014年6月25日重新選舉，決定由利比亞國民代表大會取代國民議會，然而伊斯蘭主義者在這些選舉中慘敗。伊斯蘭主義者認為選舉投票率（18%）過低，拒絕承認選舉結果，形成國民代表大會與原有國民議會並行的狀態，8月的黎波里的伊斯蘭武裝組織發動利比亞黎明行動Operation Libya Dawn攻陷了的黎波里國際機場，衝突升級 不承認2014年6月大選結果的原國民議會議員逕行開會，成立新的利比亞大國民議會，自行投票取代剛選出的利比亞國民代表大會，以的黎波里為首都，選出總統與總理，總統就是原GNC的主席Nouri Abusahmain。因此新選出的國民代表大會被迫遷到Tobruk，最終提名Khalifa Haftar為參謀總長。 11月位於的黎波里的利比亞最高法院宣布利比亞國民代表大會的選舉違憲無效，要求國民代表大會立即解散。國民代表大會認為該判決是在新國民議會的威脅下所做出的判決而拒絕解散。 2015~2018停火，和平協商 2015年1月尊嚴行動與黎明行動達成停火協議ceasefire/truce，東西分治，當時國際承認位於Tobruk的政府與議會 2015年底在聯合國協調下各方達成共識，簽署Libyan Political Agreement，合組Government of National Accord，總理是Fayez Sarraj，並獲國際承認，但國民代表大會由於某些細節未達成共識並不承認GNA 2016年3月，Fayez Sarraj宣布GNA將轉移到的黎波里，原GNC勢力在壓力下解散，GNA政權獲得境內多地承認 2017年12月General Khalifa Haftar宣布Libyan Political Agreement和平協議無效 2017~2018年間，兩個政府多次進行協商，並在聯合國的協調下，準備在2019年4月14日至16日舉行全國會議，討論選舉的期程並將統一國家 2019~2020首都爭奪戰 2019年4月初Khalifa Haftar揮兵攻打首都，和平進程受阻，GNA節節敗退 2020年6月，土耳其擴大軍事援助，GNA逐步收復首都 2020/8~內戰暫息 2020年8月雙方停火，GNA宣布2021年3月將舉行大選 9月GNA總理Fayez al-Sarraj宣布將在10月底前辭職，土耳其與俄羅斯也準備達成停火協議，協助利比亞舉行大選 資料來源：半島電視台、維基百科、DW https://www.youtube.com/watch?v=mMEGgX7gZRc https://www.youtube.com/watch?v=IES-MJ68e7E
