Es ist Aufgabe des liberalen Staates, diese Wahlfreiheit auch gegen gesellschaftliche Zwänge zu garantieren. Denn wo Menschen wegen ihrer Herkunft, Identität oder Wertvorstellungen an den Rand der Gesellschaft gedrängt werden, gibt es keine Vielfalt und keine Freiheit.

Kapitel 9: Ein Land mit ausgeprägtem Rechtsstaat
Das Rechtsstaatsprinzip ist für uns Grund und Grenze aller Sicherheitsbehörden. Wir wollen einen gut ausgestatteten und noch besser kontrollierten staatlichen Sicherheitsapparat, der die Bevölkerung wirksam vor Bedrohungen von innen und außen schützt, ohne aber fundamentale Freiheiten aufzugeben. Der Bürger darf nicht zum Spielball von Willkür werden.
