Ombre che riguardano alcuni obiettivi che appaiono modesti rispetto ai target europei, ad esempio la quota per le fonti rinnovabili e per la mobilità sostenibile .<br />Le luci riguardano le riforme come quella della semplificazione, le procedure, la lotta contro la burocrazia e anche misure più incisive come le comunità energetiche e le smart grid.
