<p>後編では、「敦賀をつなげる30人」から見えてきた“敦賀モデル”の可能性を掘り下げます。地方創生の現場では、外部の専門人材や都市部のプロフェッショナルに頼る構図が生まれがちです。しかし敦賀では、プログラムの卒業生たちが自然と運営側に回り、ファシリテーション、企画、会場設営、参加者伴走、広報などを担うようになっていきました。なぜ、参加者だった人たちは運営に関わり続けるのか。そこには、地元を良くしたいという実感、仕事以外で学び挑戦できる余白、そして事務局そのものがコミュニティ化していくプロセスがありました。外部人材頼みではなく、地域の中からまちづくり人材が育っていく。その実践知を「敦賀モデル」としてどう可視化し、他地域へ展開していけるのかを考えます。</p>

<p>福井県敦賀市で始まった「敦賀をつなげる30人」。その出発点には、北陸新幹線開業という大きな節目がありました。しかし目指したのは、広告やキャンペーンによる一過性の盛り上げではなく、地域の人たち自身が敦賀の魅力を知り、語り、広げていくための土壌づくり。今回の前半では、敦賀をつなげる30人ディレクター・増澤さんを迎え、広告・政治・行政支援のキャリアを経て敦賀に関わるようになった経緯、加生との出会い、そして人口10万人規模のまちで「つなげる30人」を実装していく上での試行錯誤を振り返ります。</p><p><br></p>

<p>従来の都市間連携は、行政主導で枠組みを設計し、テーマや成果を定めたうえで進められることが多い。</p><p>しかしその多くは、制度や会議体は生まれても、現場の実感や継続的な関係性にはつながりにくいという課題を抱えてきた。</p><p><br></p><p>今回「つなげる30人」が挑戦したのは、その逆から始めるアプローチだ。すなわち、目的や成果を先に置くのではなく、まず人と人が出会い、対話し、関係性を育むことからスタートする都市間連携である。</p><p><br></p><p>2026年3月、福岡と北九州という新幹線で15分という距離の2つの都市の企業・行政・NPOのプレイヤーが交わり、「つながることで何が起こるのか」を共に問い直した。そこから見えてきたのは、すぐに成果を求めないからこそ立ち上がる可能性と、都市を越えた“同級生”のような関係性の価値だった。</p><p><br></p><p>「連携して何を生み出すか」ではなく、</p><p>「つながり続ける関係性をどう育むか」。</p><p><br></p><p>「つなげる30人」が提示する新しい都市間連携のあり方は、競争や奪い合いを前提としてきた都市の関係性に、静かな転換をもたらそうとしている。</p>
