在俄罗斯与中国不断扩大在国际舞台的舆论宣传，许多西方国家对这两个国家借用网络技术传播的虚假信息防不胜防之际，2025年初重返白宫的美国总统特朗普3月15日签发的一纸政令，将主管美国对外公共传媒的机构——全球媒体总署（USAGM）划入了“无用”机构的名单，导致以63个不同语种向全球不同受众传播资讯的«美国之音»、«自由亚洲»和«自由欧洲»等电台陷入停播状态。无论是成立于冷战年代的«美国之音»，还是成立于冷战结束后的1996年的«自由亚洲»电台，对不少中国听众来说都有着不同寻常的意义。在信息高度封锁的年代，«美国之音»曾为几代中国人带来了自由世界的声音。在中国改革开放的年代，«美国之音»与«自由亚洲»也曾一直是让那些被压制的声音被世界听到的平台。目前旅居德国的中国资深媒体人长平接受本台电话采访时，回顾了这两家美国媒体与他个人成长与职业生涯的关系。他认为，特朗普政府让这两家媒体断播的措施是自毁长城，但也指出，特朗普政府的决定在一定程度上也是西方社会自90年代起认为冷战已经结束，试图淡化意识形态对抗的努力的某种延续。而此时，中国、俄罗斯等国则正以重金投入舆论战。

在上一次的公民论坛节目中，我们针对东南亚地区近年规模不断扩大的网络诈骗活动，电话采访了常年专注研究亚洲地区有组织犯罪现象的澳大利亚学者、西悉尼大学犯罪学博士和讲师郭绮雯女士，梳理了中国大陆人士之所以容易跌入电诈犯罪活动陷阱的多重因素。如果说电诈活动的受害者很多都是中国侨民的话，电诈网络的幕后操盘者也往往与中国有着千丝万缕的联系。美国和平研究所2023年一项关于跨国犯罪网络的分析报告认为，从东南亚到美国，与中国有关的犯罪网络正构成全球威胁。今天的公民论坛节目继续邀请郭绮雯女士为大家梳理东南亚地区电诈活动近年快速发展的种种因素。郭绮雯女士认为，东南亚电诈网络快速发展更是新冠疫情封关以及中国明令禁止赌博背景下的一种“意外”发展，而中国的“一带一路”倡议在这些国家的推动，也为这类违法活动提供了平台。中国政府要想更有效地打击这些电诈活动，与东南亚国家联盟成员国合作十分重要。
