Bei Ausbruch des Zweiten Weltkriegs war Cannabis sowohl in Deutschland als auch in den USA verboten. Um dem Ressourcenbedarf der Kriegsjahre zu begegnen, machten jedoch beide Länder Ausnahmen und ermunterten ihre Landwirte sogar, den zuvor weitestgehend eingestellten Anbau von Nutzhanf wieder hochzufahren. Der Reichsnährstand Berlin gab die "lustige Hanffibel" heraus und das US-amerikanische Landwirtschaftsministerium veröffentlichte den Film "Hemp For Victory". Ein weiterer Aussetzer der Cannabis-Prohibition in den USA drohte, als der Marihuana Tax Act 1969 für verfassungswidrig erklärt wurde. Timothy Leary, ein prominenter Befürworter psychedelischer Drogen war wegen Marihuana-Besitzes verhaftet worden und hatte sich durch die Instanzen geklagt. Doch Präsident Richard Nixon, der den Drogen den Krieg sowie Leary zum gefährlichsten Mann in Amerika erklärte, schuf demzufolge den Controlled Substances Act, der auch heute noch geltendes Recht ist.

GK040 | Hanf, Jazz, Rassismus und ein Steuergesetz
In den 1930er Jahren endete in den USA die gescheiterte Alkohol-Prohibition. Jedoch begann zu dieser Zeit eine neu gegründete Unterbehörde des Finanzministeriums namens Federal Bureau of Narcotics (FBN) mit Kampagnen gegen Cannabis sowie mit der Verfolgung von dessen Konsumenten. Dabei waren die Aktionen des von Harry Anslinger geleiteten FBN in erster Linie auf Lateinamerikaner, Schwarze und insbesondere Jazz-Musiker ausgerichtet. Um dem von der Bevölkerung als unbedenklich angesehenen Hanf eine neue Reputation verpassen zu können, verwendete Anslinger das mexikanische Wort Marijuana. 1937 trat der Marihuana Tax Act in Kraft, das Steuergesetz, mit dem die Cannabis-Prohibition in den USA begann.
