<!DOCTYPE html> <html lang="he"> <body dir="rtl"> <p>בישראל אחד ממקצועות החובה לתעודת בגרות הוא מקצוע האזרחות.מטרת לימודי מקצוע האזרחות הוא להעניק לתלמידים לקראת האזרחות מיפוי של החברה הישראלית והתמודדות עם שאלות יסוד אשר קשורות למהותה היהודית-דמוקרטית. התוכנית משותפת לכל מגזרי מערכת החינוך.כיום הוראת מקצוע האזרחות בישראל פוגעת במספר עקרונות וזכויות יסוד.</p> <p>ראשית, הפגיעה ב<strong>עקרון הגבלת השלטון </strong>מתרחש משום שתכנית הלימודים מושפעת מן העמדה הפוליטית של שר החינוך וראשי הוועדות. הדבר מוביל לכפיית אידיאולוגיה פוליטית מסוימת ומפריע לחשיבה ביקורתית ומחשבה עצמאית בקרב תלמידים. מה שעלול להוביל להטיית ההבנה הפולטית לצד המחזיק בשלטון תכנית הלימודים.</p> <p>שנית, הפגיעה ב<strong>עקרון הפלורליזם</strong> מתרחשת משום שאין הסכמה על ההגדרות עליהן לומדים במקצוע האזרחות, והתלמידים נאלצים לשנן הגדרות שאולי אינן מתיישבות עם אמונותיהם או ערכיהם. דבר זה פוגע בהכרה שישנם דעות רבות ושונות כלפי נושאים שונים וזה לגיטימי. </p> <p>שלישית, הזכות ל<strong>חופש הביטוי</strong> נפגעת משום שתלמידים אינם רשאים להטיל ספק בחומר הנלמד או להביע את דעתם במבחנים. הגדרות ספציפיות אשר מונחתות מלמעלה מגבילות את יכולתם של התלמידים להביע את דעתם ולעסוק בשיח אזרחי, שהוא חיוני להשתתפות דמוקרטית.</p> <p>לבסוף, אף לשיטת אלו החושבים שיש לקבוע את תכני הלימוד, דרכי הלימוד והאמת בוועדות, פעמים רבות ישנה פגיעה ב<strong>עקרון שלטון העם</strong> משום שנציגי הועדה המחליטה על החומר הנלמד אינם נבחרים בצורה דמוקרטית, וכך נוצר שאליטה ספציפית שאינה מיצגת את העם מחליטה על החומר הנלמד.</p> <p>על בעיה זו הצביעו רבים, כל אחד מן הפוזיציה שלו, לרוב הציעו פתרון שאינו משנה דבר באופן היסודי אלא רק מטה פוליטית להגדרה הרצויה להם. אך מעטים הצביעו על הבעיה היסודית וקראו לפתרון עקרוני ויסודי.</p> <p>בתמונה זו ניתן לראות דוגמא לשני עיתונים המזוהים כמתנגדים פוליטית מצביעים על הבעיה כל אחד מכיוונו: </p> <p>https://www.haaretz.co.il/news/education/2019-10-25/ty-article/.premium/0000017f-e5ff-df2c-a1ff-fffff0980000</p> <p><br></p> <p>https://mida.org.il/2016/01/27/%D7%91%D7%93%D7%9C%D7%AA-%D7%94%D7%90%D7%97%D7%95%D7%A8%D7%99%D7%AA-%D7%9B%D7%9A-%D7%94%D7%A9%D7%AA%D7%9C%D7%98-%D7%94%D7%A9%D7%9E%D7%90%D7%9C-%D7%A2%D7%9C-%D7%9C%D7%99%D7%9E%D7%95%D7%93%D7%99-%D7%94/</p> <p>בעבודה זו ננסה לסקור את התשתית היסודית של הבעיה ומתוך כך ננסה למצוא פתרונות תשתיתיים ראויים ומוסכמים.</p> </body> </html>
