[…] The work ran for years before anyone was allowed down there safely. And every piece of memorabilia was loaned or donated by HAVA residents. No grants and no loans. A local artist named Jack Van Colton took old store mannequins and turned them into the underground citizens, frozen mid-shift. In June of 1994, Havre Beneath the Streets opened.
