G20 participants, with the exception of China, acknowledged, quote, significant common obstacles to robust economic growth, unquote, including regulatory burdens, insufficient investment, high capital costs, and weaknesses in labor supply and skills. For Europe, the problem is that these concerns increasingly describe structural weaknesses rather than temporary difficulties. Deindustrialization rarely happens dramatically. Factories do not simply disappear overnight. More often, they are never built in the first place. Investment decisions shift elsewhere because energy is cheaper, capital is easier to access, or political decisions are faster and more predictable. […]
