Sebab, gegap yang sudah telanjur gempita seketika gagap akibat peristiwa adikodrati yang menyebabkan terjadinya kondisi buruk di luar kendali. Imajinasi dan gambaran bahwa sektor pariwisata mampu banyak berkontribusi untuk menyejahterakan masyarakat seperti tiba-tiba diamputasi oleh pagebluk yang merebak. Alhasil, firasat yang memosisikan pariwisata selayak nubuat itu pun terkesan salah alamat.</p>

Sejak era kolonial Belanda, sungai yang bermuara di Teluk Jakarta ini sudah menjadi sumber bagi penghidupan sehari-hari masyarakat, mulai dari kebutuhan bebersih diri hingga sebagai jalur utama transportasi. Hingga kini, pemerintah Kota Jakarta sudah cukup sering mengintervensi kehidupan sungai itu, terutama yang mengatasnamakan normalisasi sungai demi mewujudkan penghidupan layak bagi masyarakat bantaran.</p> <p>Sayangnya, perspektif masyarakat yang tinggal di bantaran Sungai Ciliwung justru acap kali luput diperhatikan. Pemaknaan masyarakat terhadap sungai dan air Ciliwung masih jauh dari panggung narasi besar mengenai Sungai Ciliwung itu sendiri.</p>
