<p style="color:#333333;font-weight:normal;font-size:16px;line-height:30px;font-family:Helvetica,Arial,sans-serif;hyphens:auto;text-align:justify;" data-flag="normal">如果说嘉庆是平庸的，那么道光就是无能的——傻傻地做勤俭标杆，傻傻地被底下人坑到营养不良；对内刚愎自用，对外固守蒙昧。<br></p><p style="color:#333333;font-weight:normal;font-size:16px;line-height:30px;font-family:Helvetica, Arial, sans-serif;hyphens:auto;text-align:justify;" data-flag="normal">道光对下面的人十分苛刻，不仅不让吃肉，还不准穿新衣服。帝后生日，以及元日、除夕、元宵节等节庆活动一律取消，总之，严格控制公款消费。饭食上，道光率先减少肉食，连御膳房的饭菜都很少吃，经常塞给小太监两文钱，让他出门给自己买个烧饼，就算一顿饭了。清代皇后的生日叫千秋节，历代皇帝都会大摆筵席，但道光为了省钱，直到道光十五年才开恩给皇后过了一次千秋节，举办了一场宴席。皇家宴席啊，道光给宴请的皇亲国戚、大小官员只安排了每人一碗炸酱面。就这么扣扣索索，内务府一年的支出还能达到八百万两银子。皇帝饿瘦了自己，也没让国运转弱为强。省下来的钱，都变成底下那帮贪官污吏身上的肥膘了。大清的腐败，是根本性的、系统性的腐败。大厦将颠，非一木所支也。皇帝一个人的勤俭节约，无力改变国家的倾颓。</p><p style="color:#333333;font-weight:normal;font-size:16px;line-height:30px;font-family:Helvetica, Arial, sans-serif;hyphens:auto;text-align:justify;" data-flag="normal">国家利益和统治者利益往往不是完全重叠的，为了维护自身利益，统治者往往不惜损害国家利益。在提高生产力和维护自身统治的选择中，清朝皇帝们毫不犹豫地选择了后者，这也使得大清国在每一个可能改变历史的决策上都作出了错误选择。</p><p style="color:#333333;font-weight:normal;font-size:16px;line-height:30px;font-family:Helvetica, Arial, sans-serif;hyphens:auto;text-align:justify;" data-flag="normal">在清政府自始至终贯彻执行的高压愚民政策下，整个国家失去了活力；官僚系统尸位素餐，腐败糜烂；底层百姓民心涣散，离心离德。所谓的“嘉道中衰”，其实是所谓的“康乾盛世”带来的必然结果。爱新觉罗氏貌似稳定了眼前的统治，实则伤害了国家元气，动摇了国之根本。当海面上出现侵略者的战船时，大清只能任人宰割，再无还手之力。<br></p>

英国人掌管的大清海关，竟成清朝唯一清廉衙门
<p style="color:#333333;font-weight:normal;font-size:16px;line-height:30px;font-family:Helvetica, Arial, sans-serif;hyphens:auto;text-align:justify;" data-flag="normal">明清两朝官场反腐悖论，低薪养官节约人力成本却致百姓重负，而官员腐败日甚。腐败根源在于缺乏对权力的监督和制约。</p><p style="color:#333333;font-weight:normal;font-size:16px;line-height:30px;font-family:Helvetica, Arial, sans-serif;hyphens:auto;text-align:justify;" data-flag="normal">形成鲜明对比的是第二次鸦片战争之后被英国人管理的大清海关，成了清朝唯一清廉衙门。事实说明：有效的管理制度才是反腐的根本。</p><p style="color:#333333;font-weight:normal;font-size:16px;line-height:30px;font-family:Helvetica, Arial, sans-serif;hyphens:auto;text-align:justify;" data-flag="normal">但是，大清的特权阶级已经腐朽入骨，要推动法制，就要限制皇权，打破特权阶级的权力垄断。因此，中国传统社会中最大的悖论就形成了：要反腐，就要在建立监督机制的同时，给各级官员一个较为理想的收入；国家要负担如此高的财政成本，就要提高生产力；要提高生产力，就要改革生产关系；要改革生产关系，就要一面限制特权阶级的特权，一面打破特权阶级的利益；既然要打破权贵阶层的特权和利益，那我还反哪门子腐？！<br></p>
