<p>諫早湾干拓問題ラジオAIネット 第85回「諫早湾干拓問題における対立とは」ゲスト：開田奈穂美さん（福岡大学人文学部講師 ）</p> <p><br></p> <p>諫早湾干拓問題の動向や関連した話題をお伝えする、ラジオAIネット（AI：有明・諫早）。2023年1月22日に放送した第85回では、福岡大学人文学部講師 の開田奈穂美さんにゲストとしてご出演いただきました。</p> <p><br></p> <p>開田さんは社会学的な見地から諫早湾干拓問題の研究をされてきました。この問題について現地で詳しく調査を行うと、漁業者と農業者の単純な対立ではなく、それぞれの立場において、これまでの経緯から解決のための合理的な選択ができなくなっている「経路依存」的な現状が浮かび上がってくるとのことです。</p> <p><br></p> <p>また、漁業者、農業者という当事者は地域の中では少数派で、地元の一般の人はこの問題に関わることなく、関心が薄れているという現状もあります。開田さんたちが近年行ったアンケート調査では、防災効果など干拓事業を肯定的に評価する人が、他地域に比べて地元ではかなり多いという結果になっています。単なる農業と漁業の対立ではなく、地域全体の課題として、多くの地元住民が関心を持ち、関わることができるように、問題を広く伝えていくことが大切なのではないかと、開田さんはおっしゃっていました。</p> <p><br></p> <p>X（Twitter）→ @radioainet</p> <p>有明海漁民・市民ネットワーク → http://www.ariake-gyomin.net</p> <p>Facebookページ → https://www.facebook.com/ariakekai</p>

<p>諫早湾干拓問題ラジオAIネット 第84回「追悼：宇野木早苗さん──有明海再生への思い」</p> <p><br></p> <p>諫早湾干拓問題の動向や関連した話題をお伝えする、ラジオAIネット（AI：有明・諫早）。2022年12月25日に放送した第84回では、同年8月25日に97歳でお亡くなりになった、海洋物理学者の宇野木早苗さんを追悼し、生前のインタビューの音声を聴きながら、有明海再生のために尽力した宇野木さんの思い出などを語り合いました。</p> <p><br></p> <p>宇野木さんは波浪、潮汐、潮流などの海洋物理学の専門家として、瀬戸内海の赤潮の問題などをはじめ、日本各地の内湾、河口堰、ダムなどの環境問題に関わってきました。有明海に大規模な赤潮が発生して養殖ノリが歴史的な不作となった2001年以降は、その問題に取り組み、諫早湾干拓による堤防閉め切りが、潮汐や潮流に影響を与えていることを突き止めました。自ら有明海沿岸の漁業者に聞き取りをして回り、その活動は有明海漁民・市民ネットワーク（漁民ネット）の結成にもつながっていったのです。<br></p> <p>今回の番組では、漁民ネットの桐ケ谷眞知子さんも参加し、宇野木さん、桐ケ谷さん、そして漁民ネット初代代表の森文義さん（元小長井漁協組合長）の3人が、有明海4県を行脚する「珍道中」から漁民ネットが誕生するまでを語ってもらいました。</p> <p><br></p> <p>宇野木さんが有明海再生について私たちに残した言葉を、ぜひ一緒にお聴きください。</p> <p><br></p> <p>Twitter → @radioainet</p> <p>有明海漁民・市民ネットワーク → <a href="http://www.ariake-gyomin.net/">http://www.ariake-gyomin.net</a></p> <p>Facebookページ → <a href="https://www.facebook.com/ariakekai">https://www.facebook.com/ariakekai</a></p>

<p>諫早湾干拓問題ラジオAIネット 第83回「有明海のノリ養殖の現状」</p> <p><br></p> <p>諫早湾干拓問題の動向や関連した話題をお伝えする、ラジオAIネット（AI：有明・諫早）。2022年11月27日に放送した第83回では、有明海奥部で養殖ノリの生育不良が広がっていたことから、緊急の特集として、有明海のノリ養殖の問題について、有明海漁民・市民ネットワークのレギュラーメンバー4人で話しました。</p> <p><br></p> <p>有明海のノリ養殖は2000年度に大不作が発生し、農水省が組織した「ノリ第三者委員会」は諫早湾干拓の開門調査を提言しています。その後も有明海奥部のノリ養殖は、赤潮の増加で不安定な状態が続き、特に近年、佐賀県西南部の漁場では2020年、2021年と極端な不作が続いて問題となっていました。そして、この第83回の生放送後、ノリの色落ち被害は佐賀県の東部や福岡県にも広がり、2022年度の有明海のノリ養殖は2000年に匹敵する規模の大凶作になってしまったのです。</p> <p><br></p> <p>番組では、こうしたノリの不作と諫早湾干拓との因果関係について、最近の学説なども紹介しました。また、有明海漁民・市民ネットワークは、有明海特措法に基づいた緊急のノリ漁業者救済対策を国に申し入れてきましたが、漁業共済などによる補填で十分とする水産庁の対応の問題点などについても議論しました。</p> <p><br></p> <p>Twitter → @radioainet</p> <p>有明海漁民・市民ネットワーク → <a href="http://www.ariake-gyomin.net/">http://www.ariake-gyomin.net</a></p> <p>Facebookページ → <a href="https://www.facebook.com/ariakekai">https://www.facebook.com/ariakekai</a></p>
