[…] And so the basics are until 1973, Congress actually had full control over D .C. They, you know, funded D .C. They ran the legislation for D .C. Um, trash pick everything you would think about at a municipal and state level. In 1973, they passed what is called the Home Rule Act. And it gave D .C. limited self -governance. This was a compromise coming out of Congress. And so giving D .C. this limited self -governance to be able to legislate, to raise our own taxes and manage our own budget and take care of essentially everything a municipality would take care of and everything a state would take care of.
