The layman's term is enough evidence to believe a crime has been committed and begin investigating it. Not born of politics, born of evidence. And we investigated thoroughly, apolitically. We presented all to a grand jury who I could not. I can't be more proud of our grand jurors these days. Yeah, indeed.
