台灣「大罷免」引發朝野對立白熱化，檢調單位為查辦罷綠民團涉嫌抄襲國民黨黨員名冊假造連署名單，接連大動作搜索國民黨幾個地方黨部，並且收押相關幹部，引發兩極爭議。老章這次節目要以一個「去識別化」的描述出發，從海外旁觀者視角，剖析當前台灣朝野爭議的核心問題，並說明何以台灣的現狀，可能被先進民主國家視為民主憲政危機。

由親綠民間團體發起，民進黨大力支持的，對國民黨立委提出的「大罷免」，第一階段提案查對，已經在4月15號全部完成，國民黨與無黨籍遭提議罷免的35位立委全數進入第二階段；而與此同時，檢調單位這幾天也對國民黨的幾個地方黨部，以及幾位參與或者領銜提出罷免民進黨立委的藍營人士，展開大動作搜索約談，引發藍營強烈質疑民進黨操控司法檢調來打擊在野黨。今天老章想跟大家談的不是藍綠惡鬥，也不是執政黨到底有沒有操弄司法，而是以老章所在的加州、灣區罷免案為例，就民主體制中的「罷免」以及這次台灣獨步全球的「大罷免」，做一些比較分析，希望有助於您的判斷。
