He writes, "...much better it is in the state of nature wherein men are not bound to submit to the unjust will of another." He's worried about the unnaturalness of submission, not because all forms of submission are wrong, but because so many of the forms of submission he sees in the politics of his time are forms of submission to another person's will without having any structural basis for why that will should be something that through natural law, through the laws of nature, should make me incumbent to follow what they say.
