[…] Malthus was almost exclusively a theorist, notwithstanding his lifelong employment with the East India Company College. Horton's role was public policy as Under Secretary of State for War and the Colonies throughout the 1820s. And Wakefield implemented He was very close to the ground. He implemented his planned settlement of South Australia and New Zealand from the 1830s through the 1840s. And so I argue that the simultaneous unpeopling and repeopling of colonial territory was a linked process, a dual process. But perhaps more importantly, I think that this was set out by the political economists themselves rather more explicitly than I think current historiography allows. […]
