超高齢化・人口減少・生活困窮に自治体は何をすべきか。住宅・福祉部局の連携で課題先進都市大牟田を切り拓いた実践を語る『福祉と住宅をつなぐ』。著者で大牟田市居住支援協議会事務局長の牧嶋誠吾さんに、本書に込めた思いや、公務員の方々へのメッセージを伺いました。<br> <br> ▼主なトピック<br> ・公務員に必要な「四つの力」：一つ目は「住民と対話する力」<br> ・「本質を見抜く力」：学問ができる人が優秀な人材ではない。<br> ・「つなぐ力」：住民と地域団体をつなげるネットワーク力が求められている。<br> ・「改善する力」：慣例慣習にとらわれず、チャレンジすることが重要。<br> ・現場にこそ、自治体職員が活躍できる場所がある。<br> ・マニュアルにない対応をせざるを得ない状況は今後たくさん出てくる。<br> ・断らないというスタンスが重要<br> ・住民の方へのメッセージ<br> ・自分が変われば役所は変わる。だから面白い。<br> <br> ▼プロフィール<br> 牧嶋誠吾（まきしま・せいご）<br> 1992（平成4）年、民間企業を経て、大牟田市役所入庁（建築住宅課に配属）。公共施設の営繕工事や市営住宅（公営・改良）の建替事業に加え、地域住宅政策の推進に携わる。仕事のかたわら、官民協働・多職種による民間住宅のバリアフリー化推進に取り組む。 2006年、高齢者の生活を知りたいと思い異動希望を出し、保健福祉部長寿社会推進課企画育成担当主査として配属される。地域密着型サービスの整備、実地指導、第4期介護保険事業計画の策定に携わる。 2010年、地域包括支援センターに課内異動。地域包括ケアシステムの構築に取り組む一方、高齢者の生活支援や多重人格障がい者等の虐待ケースに対応する。 2011（平成23）年、建築住宅課に課長として着任。空き家対策（住宅政策）と生活困窮世帯の生活支援を目的に、住宅と福祉の多職種連携による大牟田市居住支援協議会を設立。また市営住宅の指定管理者制度を導入するとともに、市営住宅のコミュニティ活性化に取り組む。 2017年、大牟田市立病院地域医療連携室次長兼総務課参事。2021年3月、退職。 2021年、一級建築士事務所居住福祉空間研究所設立。大牟田市居住支援協議会事務局長に就任。
