Мария Горбач открыла для себя в 90-х не только Серебрянный век. Она тусила с ребятами из пермского андеграундного объединения Одекал, социализировала шпану по системе Неменского и Кабалевского, разрабатывала методики преподавания в школе в сократовско-аристотелевской традиции, выполняла шабашки на выборах, а также голодала в 1992 и 1995 и обжиралась со всеми в 1998 и 1999. Она из тех, кто повзрослел до двадцати.

Первый мэр Костромы - Борис Коробов - провел город через испытания дефицитом, недофинансированием, а также через приватитизацию, закрытие предприятий и прочие сложности 90-х, когда федеральный центр оставил регионы один на один с проблемами и населением. Ему приходилось самому бастовать, объявлять чрезвычайное положение, добиваться возврата средств из Москвы, придумывать схемы кооперации с зарубежными партнерами, реновировать, не разрушая, деревянные постройки купеческого города и лоббировать интересы мунициальных образований в федеральном центре
