Side Note:
Clarification on the brief mention of Nelson Mandela.
He was the head of the military wing of the African National Congress (ANC). He has admitted to being involved in the sabotage, which involved a wave of bombings in 1961. While the bombings did target unoccupied government installations, and while there was no actual loss of life between the bombings and his arrest, there was always a risk of someone being in the wrong place at the wrong time. He was particularly against the idea of deliberately harming anyone he considered innocent in the war against apartheid. He was convicted and imprisoned on charges of sabotage and treason.
An excerpt from "Long Walk to Freedom" might explain his stance better:
The killing of civilians was a tragic accident, and I felt a profound horror at the death toll. But disturbed as I was by these casualties, I knew that such accidents were the inevitable consequence of the decision to embark on a military struggle. Human fallibility is always a part of war, and the price of it is always high. It was precisely because we knew that such incidents would occur that our decision to take up arms had been so grave and reluctant. But as Oliver said at the time of the bombing, the armed struggle was imposed upon us by the violence of the apartheid regime.
