[…] So you have, you know, the regime of Hafez al-Assad co-opted certain tribal leaders. And so you had this group that were considered they were close to the regime. In 2011, when the uprising or the protest movement began, you had tribesmen not necessarily acting on behalf of the tribe, but siding with the revolution, the opposition. And then, you know, once you got into the actual war in the Jazeera, then you really had, you know, you had elements of tribes siding with ISIS, siding with the regime, siding with the opposition, siding with the SDF. So I do caution anyone from really thinking about tribes as a unitary political actor. […]
