<p>In the fiscal year 2020-2021 sanitary pad worth Rs. 1 billion was imported in Nepal. The 13% luxury VAT accounts to 300 million in revenue which is a huge money for the Government. When Pad2go team realised the implementation of luxury VAT in menstrual hygiene products they documented about how it is affecting the menstruating individuals. They presented a sustainable solution to the government keeping in mind how this reduction would affect the domestic pad industry. However there was no implementation of it, which made them realise the importance of public outreach when you want to make changes in the policy level. This is how the campaign 'रातो कर माफ गर' was born. </p> <p>Despite of constant advocacy and efforts to reduce the 13% VAT there has been no changes in the policy yet. Ms. Rana realises, it is not easy to implement such a change overnight and as fulfilling interest of policy makers and general public is a major challenge of Public Policy. She also suggests alternatives to reduction of 13% VAT and challenges in implementing them . </p>
