[…] But the amending of state plans varies quite a bit across the states. Some Medicaid state plans are relatively static, whereas other Medicaid state plans are quite agile in terms of constantly tweaking and updating their Medicaid plans. policies. And we really observed that when we looked at Medicaid state plan amendments, which we call SPAs. We found that some states submitted a lot of state plan amendments during these 11 years to expand crisis services, whereas others really didn't. We found out of nearly 11,000 state plan amendments submitted during these 11 years that 115 were directly related to crisis services but some states only submitted one or two or even zero other states were much more aggressive for example kansas louisiana minnesota they each submitted six medicaid state plan amendments that were directly related to crisis services massachusetts had eight new york had ten that means ten changes to the state Medicaid plan specifically about crisis services.
