СССР отставал, и это представляло экзистенциальную угрозу для существования советского режима. В 1954 году, после нескольких испытаний атомной бомбы на Семипалатинском полигоне, советское военное командование решило провести уникальные военные учения - сбросить ядерную бомбу на Тоцкий полигон и провести через эпицентр взрыва 45 000 солдат и офицеров под командованием маршала Жукова.
