<p>年初揭發的懲教職員對還押人士的暴力事件，早前再提堂。案件雖以傷人罪控告，但涉及公職人員，卻未有引用施行酷刑罪起訴。其實聯合國《禁止酷刑公約》(全名為《禁止酷刑和其他殘忍、不人道或有辱人格的待遇或處罰公約》) 自1992年在港生效，香港也在1993年將施行酷刑列為刑事罪行。但回顧過往，即使有合理理由相信須以「酷刑罪」起訴的案件，香港政府卻從未引用相關條例作出檢控。 </p> <p>本集將介紹《禁止酷刑公約》的內容，及聯合國禁止酷刑委員會曾對香港政府作出的建議。</p>
