And by the way, if they have threats on the periphery that can prevent them from achieving their strategic goals, then you've got to figure out what resources you need to divert, to deal with those threats as they impact your goals, not just because there are threats out there and the Chinese can do this or that, whatever, and then... develop your strategy, and that becomes the basis of your strategy for no other reason than you are ceding the initiative to your adversaries.
