Another one: Third School Group in Liquidation in Four Weeks, and Australia Closes Another Door

BSC Education, the UK English language group, is going into liquidation. That makes it the third major language school group to fail in four weeks, after EC English and ILAC. HMRC filed a winding-up petition against the company in July, twelve weeks before agents got the closure email. Meanwhile, Australia's new student visa rules took effect on 2 October. Working holiday makers and holders of 16 other visa types can no longer switch to a student visa from inside the country, which cuts off the main source of students for English language schools there. Days later, the opposition Coalition promised to abolish the temporary graduate visa (subclass 485) and cap new international students at 240,000 a year. We cover what this means for agents holding prepaid fees, why public warning signs matter, and why the onshore conversion business model in Australia changed overnight. Key numbers BSC Education: HMRC winding-up petition filed 17 July 2026. At end-2024 it had about £125k cash against £3.0m in liabilities. Australia's independent ELICOS sector is down 73% since 2022-23. In Canada, new language study permits fell 72% between 2022 and 2025. Australian student visa grant rate: 75.5% in August 2026, the lowest since 2006-07. Offshore grant rates, August 2025 to August 2026: Nepal 92% → 13%, Bangladesh 98% → 34%, India 72% → 51%. The Coalition's proposed cap is 240,000 new students a year, down from about 295,000. ILAC and Erin College Went Down Together. Students May Get 25 Cents on the Dollar.

Two of the best-known names in language travel stopped operating on the same Friday. ILAC, once the largest private English school in Canada, filed for bankruptcy and took its whole group down with it: ILAC International College, ILAC International High School and Tamwood. Erin College in Dublin and Cork closed after losing its place on Ireland's ILEP list and blamed a "political and arbitrary" decision. We give you the facts in two minutes, then follow the money. Languages Canada's eCAP plan promises "up to 25% of unearned tuition" if your student can't be placed, first come first served, and only until the fund runs out. Ontario's and BC's protection funds don't cover most short ESL courses. In Ireland, the High Court record shows Erin owed €952,563 in potential refunds to visa-refused students, with €74,000 in the bank. Not political. Arithmetic. Our take: both schools were running on prepaid student money, and the moment it had to go back, it wasn't there. Plus three things to do Monday morning if you have students at either school, and one school to watch. In this episode ILAC files for bankruptcy under the BIA, KPMG appointed trustee, entire group closed EC English closed 25 schools four days earlier, 375 students in Toronto and Vancouver What eCAP actually pays, and why the provinces won't catch the rest Erin College's "not financial" claim versus the court record TrustEd Ireland, escrow, and why Erin was running out of road anyway Limerick Language Centre, same court case, still open Monday morning checklist for agents Sources ILAC closure notice: https://ilac.com/community-message (https://ilac.com/community-message) ONCAP (Onex) portfolio page for ILAC: https://www.oncap.com/operating-companies/ilac-education-group (https://www.oncap.com/operating-companies/ilac-education-group) Tamwood acquisition by ILAC, 2023 (PIE News): https://thepienews.com/tamwood-international-college-sells-ilac/ (https://thepienews.com/tamwood-international-college-sells-ilac/) EC English closes all schools (PIE News): https://thepienews.com/ec-english-closes-all-global-schools/ (https://thepienews.com/ec-english-closes-all-global-schools/) Languages Canada statement on EC English placements: https://www.languagescanada.ca/en/blog/blog/languages-canada-statement-on-ec-english (https://www.languagescanada.ca/en/blog/blog/languages-canada-statement-on-ec-english) Languages Canada eCAP plan (PDF): https://www.languagescanada.ca/web/default/files/membership/eCAP%E2%84%A2%20-%20EDUCATION%20COMPLETION%20ASSURANCE%20PLAN%20(Dec%2015%202020).pdf (https://www.languagescanada.ca/web/default/files/membership/eCAP%E2%84%A2%20-%20EDUCATION%20COMPLETION%20ASSURANCE%20PLAN%20(Dec%2015%202020).pdf) Languages Canada 2025 survey via ICEF Monitor: https://monitor.icef.com/2026/08/canadas-language-training-sector-in-state-of-crisis-after-further-enrolment-declines-in-2025/ (https://monitor.icef.com/2026/08/canadas-language-training-sector-in-state-of-crisis-after-further-enrolment-declines-in-2025/) Ontario career college exemptions: https://www.ontario.ca/page/exemptions-registration-career-colleges (https://www.ontario.ca/page/exemptions-registration-career-colleges) BC tuition protection: https://www.privatetraininginstitutions.gov.bc.ca/students/complaints-tuition-protection-claims (https://www.privatetraininginstitutions.gov.bc.ca/students/complaints-tuition-protection-claims) Erin College High Court hearing (Irish Times, 10 Aug 2026): https://www.irishtimes.com/crime-law/courts/2026/08/10/english-language-school-ordered-to-maintain-untouchable-account-for-student-refunds/ (https://www.irishtimes.com/crime-law/courts/2026/08/10/english-language-school-ordered-to-maintain-untouchable-account-for-student-refunds/) Erin College and Limerick Language Centre closure warning (Irish Examiner): https://www.irishexaminer.com/news/courtandcrime/arid-41893999.html (https://www.irishexaminer.com/news/courtandcrime/arid-41893999.html) ILEP, Immigration Service Delivery: https://www.irishimmigration.ie/coming-to-study-in-ireland/what-are-my-study-options/interim-list-of-eligible-programmes-ilep/ (https://www.irishimmigration.ie/coming-to-study-in-ireland/what-are-my-study-options/interim-list-of-eligible-programmes-ilep/) TrustEd Ireland policy statement (PDF): https://www.irishimmigration.ie/wp-content/uploads/2026/02/Policy-Statement-TrustEd-Ireland-and-Immigration-Requirements.pdf (https://www.irishimmigration.ie/wp-content/uploads/2026/02/Policy-Statement-TrustEd-Ireland-and-Immigration-Requirements.pdf) First English schools awarded TrustEd Ireland (ICEF Monitor): https://monitor.icef.com/2026/08/trusted-ireland-quality-mark-rollout-continues-with-awards-to-first-group-of-english-language-schools/ (https://monitor.icef.com/2026/08/trusted-ireland-quality-mark-rollout-continues-with-awards-to-first-group-of-english-language-schools/) Erin College terms and conditions: https://erincollege.com/terms-conditions/ (https://erincollege.com/terms-conditions/) ICOS on learner protection: https://www.internationalstudents.ie/info-and-advice/courses-and-colleges/learner-protection (https://www.internationalstudents.ie/info-and-advice/courses-and-colleges/learner-protection) Student Campus Limerick closure (Limerick Post): https://www.limerickpost.ie/2026/06/26/hundreds-impacted-from-closure-of-english-language-school-in-limerick/ (https://www.limerickpost.ie/2026/06/26/hundreds-impacted-from-closure-of-english-language-school-in-limerick/) Irish study visa refusal rates (Irish Examiner): https://www.irishexaminer.com/news/politics/arid-41871153.html (https://www.irishexaminer.com/news/politics/arid-41871153.html) Erin College's own closure statement was posted to its Instagram (@erin.college) and isn't on its website yet, so there's no link for it. The Big Names Fall First: EC English Halts Arrivals in 7 Countries

EC English, one of the biggest names in English language teaching, has told agents to tell their students not to get on the plane. It halted all new arrivals at its schools in seven countries for the weekend of 12 September, citing "unforeseen operational circumstances." It hasn't said anything about refunds yet. Conrad and Eden cover what we know, how IH Sydney's closure played out in 2024, and why being a big global brand no longer protects a school in a market where student weeks fell 23% last year. The big logo used to be the safe choice. Now the safe choice is knowing where the money sits. Plus, what happens to your commission when a school stops? Market Reality Check #2: The Big Four Is Now the Big Fourteen

In January we said students weren't disappearing — they were just moving to destinations with open doors. Six months later, we grade our own homework: half right. Students are still moving, but the doors we pointed to are closing. Australia froze its 2027 intake cap while commencements run 13% below 2019 and visa fees hit AU$2,500 — the world's highest. The Netherlands posted its first enrolment decline in 20 years, Germany added a new pre-visa test for Indian master's applicants, and Flemish universities hiked non-EU tuition ~20%. Meanwhile, the same five source countries — Bangladesh, India, Nepal, Nigeria, Pakistan — are being refused across the entire West at once. Where's the demand going? ICEF calls it the shift from the Big Four to the Big Fourteen. The takeaway for agents: diversify out of the West, not just within it. Key stats: - Australia: student visa fee now AU$2,500 (+285% since 2022, non-refundable); 2026 commencements down 8% vs 2025 and 13% below 2019; 2027 cap frozen at 295,000 - Netherlands: first foreign-enrolment decline in 20 years; Chinese commencements −27.5%, out of the top 5 senders for the first time - Rejection rates for Indian applicants: 61% US, 80% Canada, 60% Australia; Pakistan's UK rate jumped 5.6% → 41% in one year - Canada: new student arrivals nearly halved, 208,750 → 115,120 - The rising Fourteen: South Korea hit its 300,000-student target two years early; France targets 500,000 by 2027; Japan 400,000 by 2033; Türkiye 500,000 by 2028 Sources: 1. https://monitor.icef.com/2026/07/surprise-hike-in-international-student-visa-application-fees-a-direct-hit-to-australias-competitiveness/ 2. https://monitor.icef.com/2026/07/australia-as-visa-applications-from-foreign-students-fall-the-government-has-set-the-national-target-for-new-international-students-in-2027/ 3. https://monitor.icef.com/2026/06/netherlands-reports-first-ever-decrease-in-foreign-enrolment-for-2025-26/ 4. https://thepienews.com/germany-adds-new-test-to-pre-visa-checks-for-indian-masters-applicants/ 5. https://thepienews.com/top-flemish-universities-hike-non-eu-tuition-fees/ 6. https://monitor.icef.com/2026/06/what-is-happening-to-student-mobility-flows-between-the-global-south-and-global-north/ 7. https://monitor.icef.com/2026/01/from-the-big-four-to-the-big-fourteen/ 8. https://monitor.icef.com/2026/07/china-in-2026-slowing-outbound-student-mobility-accelerating-inbound-momentum/

Welcome to the Age of Commission Caps: The OSHC Story

The best-kept margin in international education just got cut in half. From 1 July 2026, Australia's new OSHC Deed caps commissions to third-party agents at 12% — down from the 25–27% insurers disclosed in the government's own review. Conrad and Eden break down how a mandatory health product built a referral-platform gold rush, why a flat cap destroys the volume-tier ladder that gave aggregators their negotiating power, and why this is the third intervention in agent commissions in seven months — after December's integrity legislation and the March ban on onshore transfer commissions. The takeaway: Australia has learned to read the industry's money flows, and the method — define the commission, collect the data, cap or ban the distortion — travels free to every other destination. Plus: the invisible pricing layer the cap doesn't touch, whether students will actually see cheaper premiums, and our on-the-record prediction about where the margin migrates next. Key points: OSHC commissions capped at 12% + GST across all six approved insurers, effective 1 July 2026 — roughly half the previously documented 25–27% A flat cap deletes volume tiers — pooled-volume aggregator leverage goes to zero Third commission intervention in 7 months: integrity legislation (Dec 2025), onshore transfer commission ban (31 Mar 2026), OSHC cap (1 Jul 2026) Over 70% of agent-facilitated onshore transfers went into VET; government modelling expects a third of transfers to stop Prediction: the next Deed fight is over service payments, not the 12% Sources: https://thepienews.com/from-one-policy-to-100-million-reflecting-on-the-youroshc-journey-and-what-the-oshc-commission-cap-means-for-our-sector/ (https://thepienews.com/from-one-policy-to-100-million-reflecting-on-the-youroshc-journey-and-what-the-oshc-commission-cap-means-for-our-sector/) https://www.health.gov.au/resources/collections/overseas-student-health-cover-oshc-resources (https://www.health.gov.au/resources/collections/overseas-student-health-cover-oshc-resources) https://monitor.icef.com/2025/12/australia-passes-integrity-legislation-sharpens-definition-of-agents-and-agent-commissions/ (https://monitor.icef.com/2025/12/australia-passes-integrity-legislation-sharpens-definition-of-agents-and-agent-commissions/) https://monitor.icef.com/2026/01/australia-introduces-new-rules-restricting-agent-commissions-for-onshore-student-transfers/ (https://monitor.icef.com/2026/01/australia-introduces-new-rules-restricting-agent-commissions-for-onshore-student-transfers/) https://monitor.icef.com/2026/02/australia-moving-to-wider-sharing-of-education-agent-data/ (https://monitor.icef.com/2026/02/australia-moving-to-wider-sharing-of-education-agent-data/) https://qualyhq.com/blog/the-war-for-oshc/ (https://qualyhq.com/blog/the-war-for-oshc/) https://qualyhq.com/blog/oshc-commission-cap-12-percent/ (https://qualyhq.com/blog/oshc-commission-cap-12-percent/)

Quickfire: Who's Slamming the Door, Who's Holding It Open

The decline in international education has gone quiet. Across the Big Four, students from the five markets that drove a decade of growth — Bangladesh, India, Nepal, Nigeria and Pakistan — are now being turned away, or walking away before a decision is ever recorded. In this quickfire episode, Conrad and Eden run the whole board: the bad news fast, the good news faster, and the single reason behind every line of it. Spoiler — it's policy and visa settings, every time. In this episode: • The "Key Five" now make up 30–40%+ of every Big Four international student — and rejection rates are climbing in the US, Canada, Australia and the UK at once • Canada: new arrivals fell from 208,750 to 115,120 in a single year; just 9,955 study permits went to Indian students in eight months • UK: for the first time in 20 years, more student visa applications were withdrawn than refused — and the new sub-5% refusal rule explains exactly why • Australia: 8% fewer offshore visas, on track for ~193,000 — the slow-motion version of the same retreat • Ireland: the good news that isn't — student numbers up 2%, but weeks down 18% • New Zealand & Germany: the doors still open — NZ approvals up nearly 7 points, Germany at a record ~420,000 The takeaway for agents and institutions: the policy map is now the market map. Diversify your destinations, and watch where the door's being held open — because that's where the students are going. Australia's VET Collapse Meets One Nation's Blunt Instrument

Australia's vocational education sector is being squeezed harder than any other study level — and this week, the politics caught up to the data. Conrad and Eden break down why the VET visa grant rate has hit an all-time low, and why One Nation's new crackdown is fighting a battle the regulator has largely already won. The through-line: Australia has a real integrity problem at the low-trust, vocational end of its international education market. The data shows the regulator is already screening hard. One Nation has now arrived with a much blunter tool — and the cost lands on legitimate VET and ELICOS providers, and the students who use them as a genuine pathway. A continuation of the thread we opened in Episode 2 on Australia's restrictive turn. Key Statistics: VET grant rate: 42% of offshore vocational applicants granted a visa in the first 10 months of FY2025/26 — an all-time low if it holds ELICOS grant rate: 78% — in line with recent years but well below historical norms ~193,000 student visas projected for FY2025/26 (roughly 2015/16 levels); −8% year-on-year Higher ed now ~3 in 4 granted visas; postgrad up 9% — the squeeze is on the bottom of the ladder, not the top India grant rate −15 points to 64%; Nepal and Bangladesh volumes up but grant rates down 34 and 24 points One Nation's Policy: Students who drop out would be barred from appealing to the Administrative Review Tribunal and required to leave Australia before reapplying Cites former student-visa holders on bridging visas rising from ~13,000 to 107,000+ in three years (per the Jan 2026 Menzies Research Centre report) Singled out Central Queensland University's Sydney campus and a reported 57.2% first-year international dropout rate (2023) Note: dropout and bridging-visa figures are One Nation's claims, drawn from the Menzies report. The Takeaway (for agents & providers): Stop treating "Australia VET" as a volume play — at 42%, you're counselling students into refusals, and a refused student still pays the fee Point students toward higher ed and postgrad pathways, where the door is genuinely open For providers: the compliance bar is the market now — integrity is your moat, not your overhead Sources: https://www.applyboard.com/applyinsights-article/australia-on-pace-to-grant-8-fewer-international-student-visas-for-2025-26 (https://www.applyboard.com/applyinsights-article/australia-on-pace-to-grant-8-fewer-international-student-visas-for-2025-26) https://thekoalanews.com/international-students-again-in-the-spotlight-as-one-nation-announces-new-policy/ (https://thekoalanews.com/international-students-again-in-the-spotlight-as-one-nation-announces-new-policy/)

Market Reality Check: What the 2025 Data Really Tells Us About 2026

A quick reality check on international education going into 2026. Despite alarming headlines, global demand remains strong—students are shifting destinations, not disappearing. Germany is growing while countries like Canada and Australia tighten controls. Approval rates show governments prioritizing higher-quality students, and fears around deportations are often overstated. The takeaway for agents: diversify markets, focus on quality, and adapt to increased scrutiny in a still-massive industry. UK Still The Most Attractive. But Alternative Destinations Gain Ground.

UK maintains commanding 82% attractiveness among international education professionals, but nearly three-quarters of students are actively considering alternative destinations. ApplyBoard's Q3 2025 survey reveals significant shifts that agents and schools must address immediately. Key Statistics: • UK: 82% attractiveness (remains #1) • Canada: 74% attractiveness (up 3 points, climbs to #2) • Germany: 60% attractiveness (up 7 points year-over-year) • Ireland: 50% attractiveness (up 8 points since Fall 2024) • Alternative destinations: 73% of students actively considering options beyond traditional choices Critical Insights: Germany signals post-pandemic policy improvements Canada's is now in the second place and shows sustained momentum Ireland's consistent growth reflects EU access and tech sector appeal Traditional destinations (US, Australia) remain stable but aren't growing Sources: https://www.applyboard.com/applyinsights-article/recruitment-partner-pulse-survey-fall-2025

Australia's Closed Doors vs New Zealand's Race For Students

Australia's international education sector is heading for a decade of stagnation with growth projected at just 2% annually through 2030 - a dramatic fall from nearly 10% pre-pandemic growth. Conrad and Eden examine how Australia's increasingly restrictive policies are reshaping the global education landscape while New Zealand pursues an aggressive expansion strategy. Key developments discussed: Australia has introduced the world's most expensive student visa fees at $2,000 AUD starting July 2025, alongside stricter English requirements and enrollment caps. The impact has been severe - VET and ELICOS visas have dropped 50% year-over-year, and English language courses now represent just 30% of international students, down from 50%. The new Genuine Student Test (GST) creates assessment barriers that favor larger universities over smaller VET providers, while disproportionately restricting growth from South and Southeast Asian markets. Meanwhile, Australian universities have fallen an average of 238 places in global employer reputation rankings over the past decade, creating a skills mismatch crisis as students increasingly prioritize career outcomes when choosing destinations. New Zealand is taking the opposite approach, announcing plans to double sector revenue by 2034 with 35,000 additional students. They've expanded part-time work hours from 20 to 25 per week, introduced multi-year visas, and fast-tracked visa processing for Indian students. The results show - New Zealand's post-pandemic growth is averaging 11% compared to Australia's projected 2%.
