[…] At each of those steps, though, the big decisions were still being made in public, in assemblies or the Senate, even if they were being made badly. Luca moves the decision somewhere else, or more precisely. Luca moves it and then sends it back to Rome to be approved, where consulships and five-year armies divide it up in private meetings, and the Senate and the assemblies doing the paperwork afterwards. The norm that broke here was about where Rome's choices got made. And once it broke, every later step had a model to follow. The model gets used soon enough. In 52, after elections had broken down completely, the Senate made Pompey's sole consul, a single man in an office designated to be shared. […]
