Another argument in this book is that between the early republic, the antebellum period and the 1930s, Congress, the Supreme Court, immigration law enforcement, administrators and enforcers created what I call a whites only immigration system. And that's not a literal term. It's really a conceptual tool that if we think about the Jim Crow era, the goal of whites only, no blacks allowed signs, in movie theaters or in segregated neighborhoods or in other businesses. The goal really wasn't keep all black folks out of a building or an area, but to regulate our entry into those areas as second class citizens, as workers in the kitchen, not as patrons at the front of the restaurant.
