[…] They're like our states. They divide the country up into these units. And each unit has its own parliament, like each American state has its own legislature. It's the same kind of idea. Of the three recent elections, one was the regional city of Berlin and the area immediately around it, and the other two were parts of the former East Germany. It's now a united one country, but the two elections were in eastern portions that had once been part of the German Democratic Republic, known in the West as East Germany. So it is a place where there used to be a very powerful communist party as part of the apparatus. […]
