CEMIR - CSMO Information Request Survey – Fill out form (https://forms.office.com/r/JN3nwkRDSk) After hearing about President Trump issuing another executive order renaming something in our global geography, I learned a new term – morally grey. There is a piece on Medium, not specifically emergency management related, I wrote – but it does mention actions this president has taken which do adversely impact people, including me, and would be considered morally grey. And this one, I made free, no paywall to read it. https://medium.com/@bartondunant/morally-grey-political-leaders-7f8e8ff13630?sharedUserId=bartondunant (https://medium.com/@bartondunant/morally-grey-political-leaders-7f8e8ff13630?sharedUserId=bartondunant) And Barton Dunant just posted it’s governmental policy/legislative advocacy covering smart glasses, from an Emergency Management Threats and Hazards perspective: https://bartondunant.com/advocacy-1/f/our-em-related-recommendations-for-governing-smart-glasses (https://bartondunant.com/advocacy-1/f/our-em-related-recommendations-for-governing-smart-glasses) You can see other EM-related policy advocacy pieces of theirs at: https://bartondunant.com/advocacy-1 (https://bartondunant.com/advocacy-1) And don’t forget if you are a free CEMIR Substack subscriber, we would love if you invited friends to subscribe, so they can read our material along with the rest of us. If you refer your friends (or even your foes), you will receive benefits that give you short-term paid level access to the CEMIR’s Substack. Please and thank you. In the interview with Dr. Hobbs and Dr. Young, I mentioned a Sovereign Citizen post I had already made on the CEMIR’s Substack. Here it is: Podcast Video Interview with Authors Sep 4, 2026 h.hobbs@unsw.edu.au (mailto:h.hobbs@unsw.edu.au) stephen.young@otago.ac.nz (mailto:stephen.young@otago.ac.nz) Dr. Harry Hobbs’ ORC-ID: https://orcid.org/0000-0001-9903-6908 (https://orcid.org/0000-0001-9903-6908) Dr. Stephen Young’s ORC-ID: https://orcid.org/0000-0002-7453-5652 (https://orcid.org/0000-0002-7453-5652) Discussion on global sovereign citizen trends highlighted operational administrative burdens and the necessity for institutional response strategies. Global Rise and Nature of Sovereign Citizen Movement * “Outlawed: Responding to the Global Rise of Sovereign Citizens and Legal Conspiracies” launches November 5, 2026. * The sovereign citizen movement is expanding globally, with activity identified in at least 35 countries. * The movement utilizes “gurus” to disseminate pseudo-law arguments, spreading through decentralized networks. * Ideology has broadened from initial white supremacist roots to general anti-government sentiments. Administrative and Operational Impacts * The primary operational threat is a “denial of service” via voluminous, non-meritorious paperwork. * AI tools facilitate the creation of complex, “legal-sounding” documents that increase administrative burden. * Local governments and courts bear the highest burden due to direct citizen interaction and transparency obligations. * Operational impacts include court delays, diverted security resources, and increased staff overtime. Misappropriation of Indigenous Sovereignty Claims * Adherents in settler states frequently appropriate indigenous sovereignty claims to evade state regulation. * The First Nations Medical Board represents an example of exploiting this status to escape medical oversight. * State authorities are cautious in contesting these claims to avoid infringing on legitimate indigenous rights. Mitigation and Institutional Responses * Courts utilize powers to reject vexatious matters and require resubmission of documents lacking pseudo-law rhetoric. * Local councils are adopting ad hoc process adjustments to handle administrative volume. * Public information officers and staff are receiving de-escalation training to maintain order without inciting agitation. CEM® is a registered trademark of the IAEM-USA (https://www.iaem.org/get-certified/About/Current-AEMs-and-CEMs) and used with authorization by Mr. Prasad. Here are the links from this month’s podcast. And a special thanks to Dr. Daniel Aldrich for joining me on this episode. * How to Cut a Firebreak (https://emnetwork.substack.com/p/how-to-cut-a-firebreak) * Medium op-eds and journalism, under Barton Dunant (https://bartondunant.medium.com/) consulting firm’s name. Barton Dunant’s pro bono work on pediatric (infant/toddler) feeding in disasters: link (https://bartondunant.com/pediatric-feeding) * In the Domestic Preparedness (https://domesticpreparedness.com/articles/emergency-management-on-defense-homeland-security-on-offense) journal, I had an article advocating for a split between Emergency Management and Homeland Security period, but especially if National Defense becomes an element of disaster readiness. * I wrote a piece in Homeland Security Today (https://www.hstoday.us/subject-matter-areas/emergency-preparedness/emergency-management-plays-defense-homeland-security-plays-offense/) on the same topic, but for a different audience. This time, for Homeland Security folks. * Todd DeVoe and I wrote a multi-part series at the Emergency Management Network’s Substack called Chronic or Systemic Disasters and the Nexus to Emergency Management (https://emnetwork.substack.com/p/chronic-or-systemic-disasters-and), and that series of posts should wrap up for paid subscribers in the middle of November, 2025. It includes our take on immigration and border control from an Emergency Management perspective, ethical questions for emergency managers, the role of professional accreditation for both the individual and the organization, and the role of professional associations. Full transparency, both Todd and I are volunteer elected board members of the International Association of Emergency Managers – USA. Over at The Center for Emergency Management Intelligence Research - CEMIR (https://www.linkedin.com/company/thecemir/)‘s Substack, we added the following posts (some for paid subscribers only) in September: * Deepfake Media Scams (https://thecemir.substack.com/p/deepfake-media-scams) * The Psychological Science behind Misinformation Spread (https://thecemir.substack.com/p/the-psychological-science-behind) * Enhancing K-12 Behavioral Threat Assessment and Management Practices (https://thecemir.substack.com/p/enhancing-k-12-behavioral-threat) * The Social-Ecological Model (SEM) and Violence Protection (https://thecemir.substack.com/p/the-social-ecological-model-sem-and) Dr. Daniel Aldrich has an extensive portfolio of peer-reviewed journal articles he has authored or co-authored, and he has published three books so far: * Black Wave: How Networks and Governance Shaped Japan’s 3/11 Disasters (https://amzn.to/47Ll9pF) * Building Resilience: Social Capital in Post-Disaster Recovery (https://amzn.to/4hEXueS) * Site Fights: Divisive Facilities and Civil Society in Japan and the West (https://amzn.to/4hL8cR9) These books are all available on Amazon.
