[…] So in other words, if we pass a law that says we're starting a new program and it's gonna cost us $10 million, we have to appropriate, we have to budget that $10 million. But in the executive branch, the governor does not have to spend the $10 million. He can merely just say, no, we're not doing that. And not spend the money. So first thing I would do is put a hiring freeze on. No traveling outside of the state. We don't need to go buy new vehicles. We can make do with what we have until we get our budget in shape. And then I would cut anywhere from five to 10% out of the personal services and operating lines of each of the departments and the other branches. […]
