伏查注重徐州，经营十三府州者，将来剿捻之长策也；先顾畿辅，安定直、东人心者，目下应变之急图也；黄河当仲夏盛涨之候，北岸有刘长佑列防之，兵谓贼难以渡河者，事理之常，可以臆度也。汛远而防兵太单，贼多而土匪勾引，恐贼猝然渡河者，军情之变不可逆料也。万一贼竟北渡，则臣前疏所言未免狃于常而忘于变，明于将来而昧于目前。
