[…] And artistry, if you know exactly how where the voters are, you can draw a district that turns out the way you like. What do you think a fair map looks like? What is a fair map? Well, that is a really deep and hard question, but I certainly have opinions on the subject. Historically, a good district map will represent the locals, and so it'll be compact. It'll be of equal population, which is required by federal law. But it also respect communities. And all those things are important for single districts. But then you have to start thinking about other things like, are racial groups allowed a seat at the table? […]
