【美中台三邊關係】過半數美國人支持出兵保台。靠譜嗎？
芝加哥全球事務委員會日前公佈民調：有46%的美國人支持美國政府應公開表示若中國大陸進犯台灣，美國會保護台灣若中共進犯台灣，52%美國人支持美國派兵防衛台灣。53%支持美國與台灣簽署同盟協議。69%支持美國承認台灣是獨立國家。 這些數字背後，牽涉三個層次的背景。1，解放軍目前已經具備區域拒止能力，美軍範圍台灣，未必會佔上風。2，台灣有無自我防衛的意志。3，美國是否是因為台灣冒進（如宣佈台獨）而被動捲進台海衝突。如果受調人不明白這三層背景，這個民調意義何在？換句話說，美國人是否明白美國與台灣正式成為同盟關係的意義？是否明白美國考慮出兵防衛台灣與否，有主動與被動的差別？是否明白美中之戰可能是一場必須傾全國之力投入的戰爭？ 芝加哥全球事務委員會在今年二月的調查結果顯示，美國的意見領袖中有七成支持美國應該出兵保衛台灣，但是只有四成的一般民眾支持美國應該出兵保衛台灣。 一方面，美國現在已經沒有能力承擔「美國隊長」的重任，另一方面。台灣卻依然緊抱美國大腿，而且愈抱愈緊。在北京不斷發出訊號，告訴華府台灣攸關其核心利益時，美國卻充耳不聞。台灣的處境愈發危險。

拜登表達訪問烏克蘭意願，澤倫斯基吃了定心丸？ 朝鮮重啟寧邊核子反應爐，用意在讓華府知道朝鮮想與華府談判。但拜登政府四月份完成的對朝鮮政策檢討報告，除了表明不同意歐巴馬的「戰略忍耐」以及川普的「大交易」政策外，拜登具體的對朝鮮政策為何，仍然不清楚。 寧邊核設施雖然了較為老舊，但仍有提煉鈽的能力。可作為與美國談判的籌碼，也可製造核彈。棄與不棄，朝鮮都不會吃虧。 金正恩重啟核反應爐的時機，剛好趕上美國處理阿富汗撤軍灰頭土臉，也可能藉此測試華府同時應付兩個或多個區域衝突的能力。
