1. Het rommelt in de Oostenrijkse Nederlanden
Op 18 juli 1789, 4 dagen na de val van de Bastillle, arriveren de eerste koetsen van een lange reeks adellijke vluchtelingen in Bergen. En in de Oostenrijkse Nederlanden voelen ze dat het niet pluis is. Ook in Brussel wordt in sommige liberale middens als gesproken over ‘liberté’ en ‘égalité’. Voor de conservatieve katholieken is Keizer Jozef II kop van jut. Zijn moderne visie op de macht van kerk en staat, zet bij vele kwaad bloed.

2. Voor Outer en Heerd.
Geïnspireerd door de ideeën van de Franse Revolutie begint de succesvolle Brusselse advocaat Jan Frans Vonck geheime vergaderingen te beleggen met gelijkgezinden in zijn huis in de Koolstraat. In het voorjaar van 1789 wordt het geheim genootschap 'Pro aris et focis', vrij vertaald 'voor outer en heerd' opgericht. De eerste plannen voor een opstand tegen de Oostenrijkse keizer worden voorbereid.
